    Development of Training Products for the National Energy Code of Canada for Buildings 2020 (NECB)

    1. An explanation of what an ACAN is.

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement:

    The provider, CSA Group, will develop training materials for practitioners on using and complying with the National Energy Code of Canada for Buildings 2020 (NECB). The work includes the development, production and hosting of the following English materials and the production and hosting of the following French materials:

    In addition, pathways for certification of successful individuals that demonstrate completion of the online courses is needed.

    3. Background

    CSA Group was selected to be the provider given their capability, experience and capacity to deliver the required learning solutions in current timeframe. CSA Group also developed the same materials for the previous code and this is an update of those materials to reflect the NECB 2020.

    In addition to significant experience in developing and delivering learning programs, CSA has extensive experience in developing Codes and Standards, many of which are referenced by the National Energy Code for Buildings. CSA is a reputable provider and the only provider capable of delivering the learning solutions within the current timeframe.

    4. The procurement is subject to NAFTA and the World trade organization agreements

    5. The proposed contract is for a period of 6.5 months, from September 27, 2021 to March 31, 2022. The National Research Council Canada reserves the right to extend this contract, for additional similar work, for two additional one-year periods.

    6. Estimated cost of the proposed contract.

    Estimated contract value: $226,000.00 including tax

    7. Justification for the Pre-Identified Supplier

    Pursuant to the Government Contracts Regulations of the Financial Administration Act, the contract is being awarded because it has been determined that only one vendor is capable of performing the contract for reasons listed herein. The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6 (d)"only one person is capable of performing the work" and Limited Tendering Reasons contained in the Trade Agreements 1016 b.

    9. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
