    PROBLEM STATEMENT

    Canada lacks an enterprise cloud-based security solution that provides the ability to deliver a consistent user experience from any device, any location, at any time.

    In certain cases, Canada lacks cost effective consistent security controls to protect Government of Canada (GC) data and assets to GC department remote sites and GC and Non-GC remote users, including SDAs (small department and agencies), when accessing the Internet, cloud-based SaaS, IaaS, and PaaS, and GC on-premise services. This results in lost productivity, high cost, lower user satisfaction and morale, increased cybersecurity risks, and inconsistent user experience.

    In order to solve the problem(s) Canada wishes to improve and optimize the ability to securely consume and deliver cloud-based services effectively, efficiently, and quickly.

    Refer to Attachment A - Statement of Challenge (SoC) for a detailed description of the preliminary SoC elements, including the Problem Statement, Challenges, Minimum Viable Requirements and Personas.

    PARTICIPATION - INVITATION TO REFINE (ItR) EVENTS

    ITR - WAVE 1 (PART A): SOFTWARE PUBLISHERS (SP)/ORIGINAL EQUIPMENT MANUFACTURER (OEM)

    To participate in ItR - Wave 1 (Part A), SP/OEMs are requested to confirm their intention to participate in the Invitation to Refine events by sending an email to PoC at: christopher.bromfield@canada.ca no later than October 4, 2021 at 15:00 EST. SP/OEMs may end their participation at any time.

    Following receipt of their intention to participate, (ItR - Wave 1 (Part A) the PoC will email a “unique identifier number (UID)” and a link to the Invitation to Participate Form.

    To participate in ItR - Wave 1 (Part A), OEMs must submit their Invitation to Participate Form no later than October 11, 2021 at 15:00 EST.

    ITR - WAVE 1 (PART B), SP/OEM SOLUTION RESELLERS

    Resellers are requested to confirm their intention to participate in the Invitation to Refine events by sending an email to PoC at: christopher.bromfield@canada.ca

    To participate in the ItR - Wave 1 (Part B), SP/OEM Solution Resellers should register no later than October 4, 2021 at 15:00 EST. Resellers may end their participation at any time.

    Following receipt of their intentions to participate, (ItR - Wave 1 [Part B]) the PoC will email an official invitation including logistical details to Registrants.

    (Note to Offerors: For further information on the Invitation to Refine Waves, refer to section 2.7 of the Challenge-Based Standing Offer Solicitation.)

    PROCUREMENT PROCESS

    Agile Procurement Process 3.0 (APP3.0) is an innovative procurement framework to improve the ability of Shared Service Canada (SSC) to move quicker and produce better results. This Challenge-Based Standing Offer Solicitation is a pilot launched by SSC’s Centre of Expertise in Agile and Innovative Procurement (CoEAIP) and leverages the APP3.0 approach.

    SECURITY REQUIREMENT

    The security requirement associated with this procurement are outlined in the Challenge-Based Standing Offer Solicitation.

    SSC retains the right to negotiate with Bidders on any procurement.

      • October 4, 2021 (3 p.m. EST): Confirmation, at the latest, their intention to participate to the ItR.
      • October 8, 2021 (3 p.m. EST): Submission at the latest, of questions regarding the invitation to participate to the ItR.
      • October 13, 2021 (3 p.m. EST): Submission, at the latest, of the mandatory invitation to participate form for the ItR.
      • October 18, 2021: Communication of results to selected OEMs who will participate in a 1 on 1 session.
      • October 25 to November 12, 2021: ItR Events.
      • November 23, 2021 (3 p.m. - 5 p.m, EST): 'What We Heard Presentation"
    • Resellers
    • October 4, 2021 (3:00 p.m. EST): Confirmation, at the latest, of their intention to participate to the ItR.
    • Between October 25 and November 12, 2021: Resellers Interactive Session (1)
    • November 23, 2021 (3 p.m. - 5 p.m, EST): 'What We Heard Presentation"

    Important date to remember regarding the addition of Terms and Conditions (Ts&Cs) to the contract

    • OEM and Resellers:
      • October 30, 2021 (3 p.m. EST): transmission, at the latest, of additions or modifications to Ts&Cs specified in the contract.

    ITR - WAVE 2 - OEM : Technical Support and Maintenance + Reseller : Role and Value Add Questionnaires.

    Our goal is to continue to inform and evolve our procurement process for Cloud Security Services (CSS). We are looking for feedback from OEMs on their approach to technical support and maintenance, and from Resellers for additional information on their role the value add they bring.

    If you are an OEM or a Reseller and you would like to complete the questionnaire, please send by Thursday, December 30th, 2021 (3 p.m. EST) an e-mail request to the point of contact Christopher.Bromfield@ssc-spc.gc.ca to get access as well as to get the internet link to the questionnaire. In your request, please answer the following:

    1. As per the definitions found under section 1.3.1.1 and section 1.3.2.1 of the most recent CBSOS, is your organization an OEM or a Reseller? Please specify.
    2. Does your organization already have a mandatory Unique Identification Number (UID) that was provided to it during the Invitation to Refine (ItR) – Wave 1? Please specify.
    3. If you answered “No” to question 2 above and you confirm that you do not have a mandatory UID, please provide the following within your e-mail request:
