Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

As a requirement of the Supply Arrangement, this notice is published on Buy and Sell Canada for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/C from Buyandsell.gc.ca and submit a response as per the requirements of the Request for Supply Arrangement.

Health Canada has a requirement for the supply of an Analytical Balance

Criteria

M1 Weight capacity of 1.4 mg or smaller.

M2 Must be able to be placed on a marble slab 51 cm long and 33 cm wide

M3 Must be able to print the weighing results on an independent printer.

M4 Have 2 rooms for controlling air fluctuations

M5 Have a good sensitivity of at least 0.001 mg

M6 Weight capacity of 1.4 mg or smaller.

M7 Have a good repeatability of weighings in the range not greater than 0.0007 mg

M8 The opening of the rooms must be controlled by a simple button and or motion detector.

M9 Control module must be a touch screen

M10 Detachable scale control module

M11 Have various accessories to be able to weigh samples with different containers (tubes, paper, cup).

M12 Have a quick stabilization response time of at least 20 seconds or less.

M13 Easy to maintain: parts are easily detachable in order to clean each individually.

M14 The scale must be certified prior to use IQ (Installation qualification), OQ (operational qualification) and PQ (performance qualification).

Installation

At the time of purchase, the supplier must perform the initial calibration, certification and any other tests in order for the balance to be used.

Canada will not provide any access to the Supplier. Canada will assign a person to the Supplier to install the scale.

For each item of equipment or furnishings purchased, the Supplier shall record the name, manufacturer, model number, serial number, optional equipment, supplier and price and shall provide this information to the Project Authority.

Manuals

The Contractor must deliver 1 complete set of Documentation, in English and French with the deliverables. 

This documentation must include all publications pertaining to technical specifications, installation requirements and operating instructions

Training

Training is required for one to two analysts by the supplier at our location.

The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
