Contract for Air Force Magazine Subscription and Placement of Editorial Content
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers- to signal their interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence (DND) has a requirement of a quarterly subscription of an Air Force Magazine and the placement of editorial content which is to be delivered to Squadrons and Wings across Canada. This requirement consists of 2,500 copies per quarterly issue (10,000 copies annually), delivered on a pre-determined delivery schedule through the CF Publications Depot.
DND requires a bilingual magazine which is dedicated to preserving the history and heritage of the Royal Canadian Air Force (RCAF). This magazine must provide information to both retired and serving military members on current Air Force issues, reunions and veteran services. This magazine must outline the services that offered by the Royal Canadian Air Force Association (RCAFA) that support military families and their communities.
In addition, DND must be able to place four (4) pages of bilingual editorial content which will highlight important news and events that are featured on the Air Force website and Wing newspapers.
3. Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following requirements:
- Must have experience creating, printing, publishing and delivering a minimum of 2,500 copies of a magazine per quarter to multiple locations throughout Canada.
- The magazine must have the following attributes at minimum:
- Finished size must be at minimum 8.5 inches x 11 inches;
- Cover must be printed double sided on heavy weight gloss paper in colour;
- Inside must be printed double sided on a light weight gloss paper in colour;
- Must be folded in half and saddle stitch stapled in the center;
- Must contain both images and text pages;
- Must be between 50-65 pages in length on average.
3. Must have experience in publishing magazines in a bilingual format.
4. Must be able to describe the service offered by the Royal Canadian Air Force Association.
5. Must have experience creating and publishing a magazine with an Aeronautical subject matter applicable to the Canadian environment.
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreements:
- Canadian Free Trade Agreement (CFTA)
5. Justification for the Pre-Identified Supplier
The Royal Canadian Air Force Association is the only known publisher of a magazine dedicated to preserving the history and heritage of the Royal Canadian Air Force.
6. Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person or firm is capable of performing the work".
7. Ownership of Intellectual Property (IP)
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
8. Period of the Proposed Contract
The period of the proposed Contract is from the date of award to two years later.
9. Option to extend the Contract
The proposed Contract will have the option to extend the term of the Contract by two (2) years, one year at a time, under the same terms and conditions.
10. Estimated Cost of the Proposed Contract
The estimated all-inclusive value of the Contract, including option periods is approximately
$350,000.00 CDN excluding taxes.

12.Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
13 Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is 01 November 2021.
