    Objective

    The Canadian Coast Guard Central Region Vessel of Concern (VOC) program conducted a technical assessment of the vessel of concern located in Lincoln, ON in March 2021. During the assessment, it was determined by the Vessel of Concern program that the wreck posed a significant level of danger to the environment, as well as to the health, safety and well-being of the public. As a result of this assessment, it was deemed necessary to proceed with the removal of the main mast and to restrict access to the wreck to mitigate the hazards present.

    Context

    The Grande Hermine was reported as a vessel of potential concern in July 2019. An initial risk assessment was carried out in situ by two VOC program officers in order to validate the status of the VOC and to identify the following hazards;

    1) Easy access, which presents an issue for public health, safety and well-being;

    2) Deteriorated condition, which presents a risk of complete collapse of the superstructure;

    3) Finally, it represents a danger to the environment, being stranded in the port.
