This requirement is open only to those Supply Arrangement Holders under the Professional Audit and Support Services (PASS) Supply Arrangement E60ZQ-180001/XXX/ZQ.

The Professional Services are required from the following Stream: Stream 2: Internal Audit Quality Assessments

10. Samson & Associes CPA/Consultation Inc.

The Canada Revenue Agency (CRA) Audit, Evaluation, and Risk Branch (AERB) requires the services of a qualified, independent assessment team to conduct an external assessment of the AERB internal audit and evaluation functions following IIA Standards and CRA Internal Audit and Evaluation Policies, covering the two year period January 1, 2019 to December 31, 2020.

Proposed period of contract:

The CRA seeks to establish 1 contract. The period of the contract will be for up to four months from contract award. The contract will contain irrevocable options to extend the term of the contract by one additional one year period under the same conditions.

Associated Documents:

Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the qualified Supply Arrangement Holders who are being invited to bid on this requirement.

Security Requirement:

The Contractor must, at all times during the performance of the Contract, hold a valid Security Clearance at the level of RELIABILITY, with approved Document Safeguarding at the Protected B level.

Applicable Trade Agreements:

The requirement is subject to the provisions of the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA), the Canadian Free Trade Agreement (CFTA), and the Canada-Korea Free Trade Agreement (CKFTA).

Bids will not be accepted if emailed directly to this email address. This email address must be used to request that CRA open a Connect conversation, as detailed in Standard Instructions 2003. Bidders must not use their own licensing agreement for Connect to initiate a Connect conversation with CRA.

Bidders are hereby advised that the Bid Receiving Unit of CRA is available Monday to Friday inclusive, between the hours of 0830 and 1500 EDT, excluding those days that the federal government observes as a holiday.

Due to the nature of this solicitation, electronic transmissions of a proposal by facsimile is not considered to be practical and therefore will not be accepted.
