Description of the Requirement:
Parks Canada requires support from a consultant with expertise in the management of real property to complete the following:
·A 20-Year Capital Plan for its real property portfolio that addresses asset lifecycle requirements, functionality improvements, and Government of Canada priorities for reducing greenhouse gas emissions, increasing accessibility, and improving climate change resilience. The first 5 years of the Capital Plan will be “Project-Based” meaning defined projects or groupings of projects across the Agency’s National Parks, Historic sites, Waterways and engineering assets. The longer-term part of the Capital Plan will be built more from existing Agency asset assessments, priorities, and portfolio modelling. The Capital Plan will be required to align to a 20-year Accrual based capital envelope which is being developed in parallel with this exercise.
·A methodology for ranking and prioritizing investments included across the real property portfolio building on existing Agency tools and processes and proposing improvements where required.
Applicable Trade Agreements:
World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA).
Proposed period of contract:
The proposed period of contract shall be from contract award to June 30, 2022.
