Technical Assessment of the Potential for Hydrogen Export

The purpose of this Request for Proposal (RFP) is to inform Natural Resources Canada on Canada’s hydrogen export opportunities and on Canada’s international trade policy on hydrogen. Natural Resources Canada (NRCan) is seeking proposals from bidders to assess the potential for hydrogen export tailored to the Canadian context, examining the competitive and comparative advantage of becoming a world leading producer and exporter of clean hydrogen and related technologies. The analysis must assess a variety of quantitative and qualitative measures to understand the opportunities/challenges facing Canada in developing its export potential for hydrogen and related applications (e.g. fuel cell technologies). The focus must be on laying the foundation for the development of a potential hydrogen export economy in Canada, including planning and developing new hydrogen supply and distribution infrastructure to support early deployment. In order to meet global greenhouse gas emissions reduction targets, the utilization of hydrogen as a clean fuel is paramount. Canada has the potential to produce large amounts of low-cost, clean hydrogen in excess of its domestic demand, creating an opportunity for Canada to become a supplier of choice of a new carbon-free energy export commodity.
