    Public Advertisement for an Expression of Interest (EOI)

     

    INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)

    AS TO THE AVAILABILITY OF SPACE FOR LEASE

    IN THE TOWN OF BRIDGEWATER AND SURROUNDING COMMUNITIES

    INCLUDING PINE GROVE, NOVA SCOTIA

    FILE NUMBER 81002355

     

    Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:

    Section A: Lease Components

    • a lease term of approximately 10 years, commencing on or about December 1st, 2022

    plus an option to extend the lease for one (1) additional period of five (5) years;

    • approximately 357.1 usable square metres (um2) of contiguous office space, 250.0 um2 of contiguous warehouse space, 250.04 um2 of contiguous exterior compound space and seven (7) reserved parking spaces;

    • the proposed space must be available approximately twenty (20) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;

    • the proposed space must be located in the following boundaries:

    • Town Of Bridgewater;

    • Route 10 heading northeast on the MacCaulloch Road;

    • Route 10 heading east on the Cook Lane and including the Harold Whynot Road;

    • the geographical boundaries include sites on either side of the roads;

    • the proposed space must be accessible by public transit. The transit stop must be located no more than 500 metres walking distance from the building entrance. Walking distance shall be calculated using sidewalks and crosswalks and the frequency of service must not be greater than 60 minute intervals between the hours of 0700 hours and 1800 hours, Monday to Friday inclusive; there must be an accessible walking route between the public transit stop and the building; or

    • the proposed space must have commercial or municipal parking located no more than 500 metres walking distance to the building entrance closest to the potential office space. Walking distance shall be calculated using sidewalks and crosswalks; or

    • if either of the above requirements cannot be achieved then an additional 14 spaces is required for employee parking must be located no more than 500 metres walking distance to the building entrance.

    • the proposed space must be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:

    1. the proposed space must be contiguous on one floor at grade level;

    2. two showers / locker areas to be provided as part of lessee Improvements. To be maintained by Lessor through the term of the lease;

    3. the required minimum ceiling height shall be 2440 mm, to a maximum of 3050 mm, measured from the top of the finished floor to the underside of the suspended ceiling. The minimum height from the top of the finished floor to the underside of a bulkhead is 2440 mm;

    4. the warehouse is divided into Heated and non-heated storage space;

    5. three (3) grade level loading O/H Doors shall be provided; one (1) to the Heated Storage Area, 3.0 meters wide X 3.7m high and two (2) to the Unheated Storage Area, 3.7 meters wide by 3.7 meters high. There shall be a steel man door (914mm X 2133mm) serving each OH door. Provide steel man doors (914mm X 2133mm) between Heated and Unheated Storage Areas and Office Area;

    6. the minimum paved turning radius for vehicles in front of each loading door is 21.3 meters;

    7. the minimum finished ceiling height measured from the underside of the lowest ceiling projection to the finished floor throughout warehouse storage area, must accommodate the headroom required for the O/H door installation and operation and in no instance, shall the height be less than 4.5 meters;

    8. the Warehouse Storage areas must be a minimum of 12.2 meters deep to allow storage of large watercraft;

    9. the Fenced Compound shall be completely enclosed by a galvanized, 9 guage chain link (diamond mesh not exceeding 50mm) fence at a height of 2.438 meters, topped with 3-tiered barbed wire at a 45 degree angle outward. Fence to contain two (2) double swing type galvanized mesh gates 4.24 meters total width with padlock capabilities, to facilitate access. Gate section must have an attached wheel at the non post end, sufficient in size to carry the weight of the gate and facilitate ease of opening of the gates. The maximum allowance clearance from lot surface to the underside of the gate is 50mm;

    10. have rooftop access for antenna;

    11. the physical characteristics of the land and building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended users intended use of the accommodation;

    12. PWGSC may not consider spaces or building that do not provide an acceptable configuration , are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety and/or security requirements or not currently properly zoned;

    • on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

      Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

      Section C: Responses Requested by

       

      As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandatories should provide their response by January 14, 2022. Any response received after this date may not be considered.

    Section D: Information Provided by Interested Parties or Agents of Interested Parties

    Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.

    Section E: Security Requirement

     

    If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the at the “Reliability” level, approved and granted by the Contract Security Program (CSP) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

    This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.

    Section H: Not a Solicitation Process

    Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
