    Scope of Work

    The Office of the Commisioner of Lobbying (OCL) seeks to assess the feasibility of a migration to cloud-based solutions for its IT infrastructure, systems, and services. This assessment will examine and evaluate all aspects of a proposed migration to the cloud for all OCL systems. This includes a feasibility study, financial and human resource implications, potential timelines, security issues, and training requirements. The consultant will provide solutions based on the full spectrum of cloud offerings with the understanding that every aspect of a migration must be evaluated, including an assessment of the level of effort to implement, achieve and maintain a suite of cloud-based solutions which would also take into consideration any recommended/required changes to software (including refactoring).

    OCL core systems include (but are not limited to) those based on Java, Apache Solr, Microsoft (Office, Teams, SQL Server, Dynamics 365, SharePoint, and Umbraco).

    The consultant will prepare a final report summarizing all the findings and recommendations for presentation to OCL management. The report must include an executive summary and respond to the concerns found in each phase of the assessment. In addition, prepare and present a summary to OCL management and the Audit and Evaluation Committee.
