    Description of Work:

    Integrated Technical Services, Electronics and Informatics (ITS-E&I) branch is the Technical Authority for the Canadian Coast Guard (CCG) land-based electronics, ship-based electronics and Informatics assets. It is also responsible for applications development and enterprise solutions information systems. ITS-E&I is responsible for all in-service maintenance, modification, and repair activities for CCG electronics and informatics assets; including providing in-service engineering, equipment life cycle management, asset class management, and various information systems and applications.

    There is need within ITS-E&I to conduct staffing processes for various classification streams in support of the branch activities. This includes the creation of various up to date staffing pools to support newly approved projects as well as supporting existing operational requirements.

    3.0 OBJECTIVE OF THE REQUIREMENT

    The objective of this Contract is to obtain HR services to lead and support staffing processes, as described in Section 6.0 Scope of Work, from a Staffing Consultant.

    4.0 RESOURCE REQUIREMENTS

    CCG requires the services of one (1) senior resource and one (1) intermediate resource, Professional Services TSPS Stream 1 – Human Resource Services, Category 1.8 Staffing Consultant to provide HR services to the Project Authority for new staffing processes.

    5.0 ESTIMATED LEVEL OF EFFORTS

    The E&I Branch has a total of 16 positions in the Engineer (ENG) and Computer Science (CS) fields to fill under this contract, as described in the following table.

      1. SCOPE OF WORK

    The Contractor’s scope of work consists of providing the following services on an “when and as required” basis determined by the CCG Project Authority:

        1. For all positions to be staffed, provide advice to the CCG Project Authority, or the designated manager, on the most efficient way possible to fill positions.

        2. Prepare a Statement of Merit Criteria in collaboration with the CCG Project Authority and providing advice in regards to sequencing and the application of merit criteria in the evaluation process.

        3. Work collaboratively with DFO/CCG HR Advisor(s) to ensure proper HR processes, forms, and vehicles are being used based on identified needs.

        4. Creating and maintaining (i.e., formatting, updating) the rating guide, and marking grids for processes based on requirements provided by the CCG Project Authority.

        5. Creating and maintaining (i.e., formatting, updating) assessment and evaluation materials (e.g., instructions to candidates, interview questions, test questions) based on requirements provided by the CCG Project Authority.

        6. Conducting initial candidate resume/application pre-screening.

        7. Administering written/video/in-person exams.

        8. Providing exam grading as per assessment and rating guide answers provided by the CCG Project Authority.

        9. Creating interview candidate lists.
