Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement
The Department of National Defence, has a requirement for the supply of :
Multi-wheel Bead Breaker for Aircraft Tires, quantity: 4
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
a. The Multi-wheel bead breaker will not exceed: Length: 2850 mm (112.2 in) Width: 2800 mm (110.25 in), Height: 2470 mm (97.25 in)
b. Low noise: operating noise level must be below 85 decibels
c. One person operation
d. Rapid changeover between wheel sizes: changeover between wheel sizes must be achievable by one person in less than one hour
e. Self-centering capability: each Multi-wheel Bead Breaker for Aircraft Tires shall have a self-centering capability to facilitate operation by one person
f. Electrically powered: 3-phase, 230/460 V, 60 Hz
g. Dead man’s switch’-type safety shutoff: the unit shall cease to operate in the event that the operator is incapacitated;
h. Range of wheel sizes: each Multi-wheel Bead Breaker for Aircraft Tires shall accommodate a range of wheel diameters and sizes:
i) Minimum tire diameter: 533.4 mm (21 in.)
ii) Maximum tire diameter: 1702 mm (67 in.)
iii) Minimum rim diameter: 330 mm (13 in.)
iv) Maximum rim diameter: 762 mm (30 in.)
v) Maximum tire width: 711 mm (28 in.)
vi) Maximum wheel weight: 227 kg (500 lbs)
i. Tire types: each Multi-wheel Bead Breaker for Aircraft Tires shall accommodate bias (traditional), radial and new generation radial aircraft tires
j. Operating pressure: each Multi-wheel Bead Breaker for Aircraft Tires shall have a minimum operating pressure of 6.20 bar (90 psi);
k. Control panel: each Multi-wheel Bead Breaker for Aircraft Tires shall have a control panel that displays critical system and safety parameters
l. Data recording: each Multi-wheel Bead Breaker for Aircraft Tires shall have the capability to save data, including work order number, operator name, date, time and wheel size;
m. Remote controller: each Multi-wheel Bead Breaker for Aircraft Tires shall have a remote controller to facilitate operation of the unit from a safe distance.

5 Justification for the Pre-Identified Supplier
The Multi-wheel Bead Breaker for Aircraft Tires sought by the Department of National Defence on this procurement (as outlined under part 2) is only manufactured by one supplier, Patlon Aircraft & Industries Limited. Patlon Aircraft & Industries Limited is the only manufacturer capable of performing the work.
6 Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the
Revised World Trade Organization - Agreement on Government Procurement (WTO-AGP) – Article XIII — Limited Tendering 1.b.ii
7. Ownership of Intellectual Property
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
8. Period of the proposed contract of delivery date
The equipment must be delivered 90 days after contract award.
9. Cost estimate of the proposed contract
The estimated value of the contract is $858,000.00 CAD (taxes included).

11. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is 15 March, 2022 at 14:00 EDT.
