  Title:

Employment Systems Review (ESR) for Employment and Social Development Canada (ESDC)

Description of the Requirement:

ESDC requires the services of a Contractor to conduct an Employment Systems Review (ESR).

The Employment Systems Review (ESR) will review and assess ESDC’s employment systems using the 2021 Workforce analysis (based on the 2016 Census Results and the 2017 Canadian Survey on Disability). The range of activities will include:

1. review of ESDC’s workforce analysis and employment systems, data, policy instruments, tools, as well as formal and informal practices;
2. plan, organize and conduct consultations;
3. analyze qualitative and quantitative data to determine the causes of any gaps in the representation of designated groups compared to the workforce availability; and
4. draft reports, present results and identify recommendations to eliminate any identified barriers.

   The ESR method used must align with the Canadian Human Rights Commission (CHRC) guide. The results of the review must be thoroughly documented and provide a reasonable basis for corrective action to be taken by the Department.

The proposed period of contract shall be from Contract award until May 31, 2023.
