    REQUEST FOR INTEREST:

    Third party Service Provider able to offer and deliver on-line police criminal record checks

    The Royal Canadian Mounted Police (RCMP) is seeking information on the availability of Service Providers able to provide on-line police record checks (name based criminal record checks).

    1. PREREQUISITE:

    Information provided by Applicants shall include the availability to provide on-line criminal record checks (name based) as described further below. Applicants submitting a response to this Request for Interest (RFI) must provide the RCMP with a letter from the Service Provider authorizing them to do so.

    This is not a tender process, nor a request for proposals, but only an inquiry as to the capability to provide on-line police criminal record checks (name based). Eligible applicants would have a link to their on-line service provided on the J Division RCMP website.

    The RCMP reserves the right to proceed with an invitation to partner by inviting parties deemed to most effectively meet specific administrative, operational, security and public safety requirements identified in the RFI process (refer to Sections 2, 3). The issuance of this RFI does not create an obligation for Canada and does not bind Canada legally otherwise, to enter into any agreement or to accept or reject any suggestions.

    No payment will be made by Canada for costs incurred in the preparation and submission of your response. Canada retains the right to negotiate with suppliers on any procurement.

    Documents may be submitted in either language of Canada.

    2. REQUIREMENTS:

    • Service Provider able to provide name based criminal record checks via on-line platform

    • On-line platform and Service Provider must meet bilingual requirements (French and English)

    • Service Provider must be able to access appropriate databases (e.g. CPIC)

    • Service Provider must meet RCMP Security Requirements (refer to Section 3)

    • Service Provider must ensure personal information is handled appropriately (e.g. Privacy Policy that complies with Personal Information Protection and Electronic Documents (PIPEDA))

    • Service Provider must be able to process payments via on-line platform

    3. SECURITY REQUIREMENTS:

    If awarded, there may be a security requirement, which may entail the following:

    a) Personnel Security Screening: Upon request by the RCMP, the Service Provider and any personnel working under the potential criminal record check on-line process may be required to provide a valid Security Clearance and/or Criminal Record Check.

    And/or

    b) The Service Provider and their personnel must be willing to provide all necessary information to the RCMP in order to obtain the require security clearance. The security clearance process will be conducted by members of the RCMP Departmental Security Section and may be required prior to notification of partnership at any time after the closing date of a successful offer submission, if deemed necessary.

    Failure to obtain and maintain a successful Security Clearance or comply with any of the security requirement will be considered non-compliant and/or Service Provider will be given no further consideration.
