The following is a summary of the statement of work for this requirement.
Correctional Services Canada has a need for the provision of Renal Dialysis Services in the Regional Medical Hospital, Regional Treatment center, Pacific Institution, so that this service can be delivered in-house.
- Background
There has been a substantial financial cost for medical escorts to outside hospitals for provision of Haemodialysis, and support for Peritoneal Dialysis patients. These appointments are ongoing and pre-booked on specific days which increase the cost to all involved.
- Objectives
To provide Haemodialysis and Peritoneal Dialysis support within the CSC Pacific Regional Hospital dialysis unit in order to decrease the likelihood of outside appointments for this purpose. Currently the Regional Medical Hospital has one (1) Inmate that requires Dialysis Nursing Services up to thirty (30) hours per week. Level of Effort may change, in consultation with the Contractor, in the event that the requirement for Dialysis Nursing Services increases.
- Tasks
The Contractor must:
- Provide individualized nursing care and dialysis treatment and support to inmate(s) located at the Regional Treatment Centre (Pacific) that require such treatment;
- Oversee the dialysis treatment from start to finish, and complete the cleaning of the machines following treatment. The Contractor must also maintain the dialysis machines;
- Coordinate the Nephrologists on site patient clinic, usually once per week, based on the current needs of the patients being followed;
- Work primarily independently, and follow standardized decision making guidelines or tools in order to provide patient care within their scope of practice as a specialty trained nurse;
- Work closely with the contracted Nephrologist in order to coordinate the care for the patients who require services (ie. on the Dialysis treatment, or those being followed pre-treatment, or for ongoing monitoring and preventative treatment);
- Work within a structured Correctional setting (Prison Hospital) independently , as well as follow Operational and Security procedures for personal safety including, but not limited to, wearing a Personal Protective Alarm);
- Update and maintain Site Specific Policy and Procedures Documents for Dialysis care in order to ensure practices continue to meet evolving and changing community standards;
- Work closely with the Chief of Health Care and the Medical Hospital coordinator at the site to ensure needs of patients are met, that Accreditation Canada standards are maintained, and Patient Safety initiatives are supported;
- Liaise with Provincial partners in order to coordinate transfers of care from the institution and to receive patients back into care in a safe manner;
- Refer to established guidelines including legislative requirements, Provincial regulations, and accepted practice standards within the province in relation to Dialysis provision in a Community setting.
- Deliverables
- The Contractor must provide individualized nursing care and dialysis treatment and support to inmate(s) located at the Regional Treatment Centre (Pacific) that require such treatment;
- The contractor must provide documentation as required for Dialysis patient care in English (for the following stages of patient care (as per the standardized nursing process): ongoing assessments and planning of care, provision of care, as well as discharge planning, and transfer of care purposes. The contractor must also provide recommendations to the Regional Medical Hospital Management Team in order to assist them in meeting community standards in the field of Haemodialysis;
- The Contractor must enter above noted information into OSCAR the CSC’s Electronic Medical Record;
- The Contractor is responsible for managing, maintaining and servicing the dialysis machines after each use. The Contractor must be able to effectively communicate with the manufacturer of the dialysis machines for regular maintenance, for terminal storage or for replacement.

The contractor must perform all work in English.
Term of Contract:
Period of the Contract: The Work is to be performed during the period of September 1, 2022 to August 31, 2023 with the option to renew for two (2) additional one-year periods.
