Description of the Requirement:
The Correctional Service of Canada (CSC) has a need to outsource multiple staffing processes within the discipline of Human Resources. The contractor must administer six (6) staffing processes for various classifications at entry to mid levels. The processes will be predominately internal (open to employees of the Public Service) with one (1) or two (2) exceptions (external – open to all Canadian citizens).
1.1 Background
The Staffing Operations team within the Resourcing and Service Centre of Human Resource Management (HRM) at CSC is currently experiencing a high workload and does not have the resource capacity to run much-needed processes for AS and PE positions. Furthermore, HRM managers are experiencing an unusually high volume of work, tasks and initiatives, thereby enhancing the need for external support in administering selection processes to meet critical resourcing needs.
1.2 Objective
To establish six (6) pools of qualified candidates, one (1) for each of the six (6) staffing processes that are to be administered, from which managers can pull for current and future staffing needs.
1.3 Tasks
For each of the six (6) staffing processes, the contractor must:
1.3.1. either develop a Statement of Merit Criteria (SoMC) or review the existing SoMC to support creation of a poster by HR;
1.3.2. develop a work plan and definition of deliverables;
1.3.3. provide advice in regards to appropriate sequencing and application of merit criteria;
1.3.4. create a master rating guide and relevant marking grids;
1.3.5. coordinate major document approval;
1.3.6. develop and prepare assessment tools, guides and materials;
1.3.7. conduct the screening of all resumes and applications resulting from the process posting;
1.3.8. coordinate and administer all assessments virtually; and
1.3.9. complete the marking as per assessment and rating guide and collate the end results of each process.
1.4 Deliverables
1.4.1. The contractor must produce all evaluation materials including but not limited to:
- screening questions;
- written evaluation material;
- interview and reference check questions; and
- a Screening Board Report that captures the results of each step of the evaluation process.
1.4.2. The contractor must also produce six (6) pools of qualified candidates, one (1) for each of the six (6) staffing processes.
