DESCRIPTION OF REQUIREMENT:
The research conducted from this project will help address the question of current and future governance structures for the NPAS in Canada, while also analyzing and identifying costing of various service delivery and funding approaches for the NPAS. The Contractor must review and validate work undertaken by Public Safety Canada in collaboration with its Federal – Provincial – Territorial (FPT) and private sector partners, and/or undertake original research and analysis. This work seeks considerations for 5 different models to include a range of options and approaches for the potential service delivery approach, governance structure, business model, and costing of the NPAS. The work should focus on definition, analysis, costing and sensitivity analysis, and should include:
- Identify key elements constituting the governance structure and service delivery approach
- Estimate the costs associated with each service delivery approach (start-up expenses, operational and capital expenses)
- Estimate costs associated with the various activities that could be undertaken by a governance body
- Analysis of benefits and risks associated with each service delivery and governance model
- Identification of other considerations that may impact the feasibility of each model, while abstaining from making recommendations

This requirement is open only to those TSPS Supply Arrangement Holders who quality under the stated consultant category, security level, region and tier.
