    Amendment 5:

    Attachment 001 to Amendment 005 is to provide the Questions and Answers that have resulted from the engagement session held on October 3, 2022.

    As updates have been made to the STTC Long Term In-Service Support requirement definition, Canada will be holding another industry engagement session to share these new details prior to the one-on-one meetings.

    This separate industry engagement session will focus on:

    • Updating Industry on Canada’s progress in the development of the STTC Long-Term ISS strategy
    • Provide information leading into the one-on-one sessions which will include registrants from October 3rd 2022 engagement session.
    • Establishing the parameters for successful one-on-one sessions in order to:
      • Obtain relevant feedback on the proposed Sustainment Strategy (Multiple Contracts)
      • Gauge Industry’s interest regarding the different proposed Work Packages
      • Solicit relevant feedback on the proposed scope of work for the proposed Work Packages 

    The engagement session will follow shortly and should be similar in nature to this session.

    This Letter of Interest (LOI)/Request for Information (RFI) is for the provision of information on the Strategic Tanker Transport Capability (STTC) project to Canadian industry through announcements or links to information and events.

    Following on the recent announcement of the STTC Used Aircraft Acquisition, in the September/October 2022 timeframe, Public Services and Procurement Canada intends to hold a joint Virtual Industry Engagement Session for the purpose of providing information to Canadian industry and other stakeholders on the STTC project’s In-Service Support (ISS) requirement, the procurement process, and project timelines. The virtual session will be used to address topics of interest and areas of focus brought forward by Canadian Industry and other stakeholders. A secondary purpose is for soliciting Canadian Industry and other stakeholders for assessment and feedback on the STTC project ISS requirement procurement approach.

    This joint presentation will include representatives from DND, PSPC and ISED.

    If you are interested in attending the Virtual Industry Engagement Session you are required to register online. You can register to attend by sending an email titled “Request for Registration” which is to include: your organization name, your representative name, your email address and telephone number to the email address found below.

    If you are interested in attending the Virtual Industry Engagement Session you are also encouraged to submit, in advance, topics of interest and areas of focus which you would like to have addressed by sending an email titled “Topics of Interest/Areas of Focus” which is to include: your organization name, your representative name, your email address and telephone number to the email address found below.

    PSPC intends to hold One-on-One sessions in the Fall of 2022 following the Virtual Industry Engagement Session. If you are interested in participating in a One-on-One session you are requested to send an email titled “Request for One-on-One Session” which is to include: the subject to be discussed, your organization name, your representative name, your email address, a telephone number and requested dates to the email address below. One-on-One sessions will be confirmed when the industry engagement timelines are established. Canada reserves the right to limit the number of one-on-one sessions and is not obligated to meet with all parties who submit a “Request for One-on-One Session”.

    Emails for “Request for Registration”, “Topics of Interest/Areas of Focus” and “Request for One-on-One Session” are requested to be sent by September 9, 2022 to the following email address:

    PSPC will provide additional information and more detailed timelines as they become available through amendments to this LOI/RFI.

    Please note that this LOI/RFI may not result in a procurement process by the Government of Canada.

    Q&A from the industry engagement is still pending. The closing date has been extended to accommodate these delays and should be posted shortly.
