    Title:

    Rental and Installation of Scaffolding Platforms and Structures for the Department of Canadian Heritage (PCH)

    Summary:

    The Department of Canadian Heritage (PCH) is seeking professionals in the rental and installation of temporary scaffolding platforms and structures to qualify as Supply Arrangement Holders (Suppliers) for events produced or supported by PCH in the National Capital Region, and under the terms and conditions outlined in the Request for Supply Arrangement.

    These supply vendors will be an inventory of potential firms that have the experience and capacity to provide its specific services for individual projects. Suppliers will be engaged on an "as needed" basis for individual projects through a project specific Request for Proposal (RFP) issued in accordance with the terms of the Supply Arrangement.

    The Supply Arrangement period will be for a period of four (4) years from the date of issuance of the Supply Arrangement

    Number of RFSA: Upon qualified Supply Arrangement Holders (Suppliers) as determined under Request for Supply Arrangements (RFSA)

    This requirement is open to Bidders for Services in the National Capital Region.

    Mandatory Evaluation Criteria:

    1. The Bidder must demonstrate that they have a minimum of five (5) years’ experience preceding the closing date of this Request for Supply Arrangement in the delivery and installation of weatherproof scaffolding structures and platforms. The experience must include transportation, installation, maintenance, inspection and dismantling.

    At a minimum, the Bidder must include the following information:

    (a) Name of client business or organization and contact information for the resource person;

    (b) Start and end dates of the experience; and

    (c) Details about the experience acquired.

    2. In addition to criterion 1, the Bidder must provide in their proposal at least one (1) detailed example of a project where the firm acquired experience in delivering weatherproof scaffolding rental services which must include transportation, installation, maintenance, inspection and dismantling and which is similar in scope and complexity to what is described in Annex A, Statement of Work.

    This experience must have been acquired in the five (5) years preceding the closing date of this Request for Supply Arrangement. At a minimum, the Bidder must include the following information in their example:

    (a) Name of client business or organization and contact information for the resource person;

    (b) Start and end dates of the experience; and,

    (c) Details about the experience acquired from a project (a one-page summary of at minimum 500 words).

    3. The Bidder must demonstrate that they have a minimum of three (3) years’ experience preceding the closing date of this Request for Supply Arrangement in the delivery and installation of platforms for large‑scale events* such as festivals, celebrations, ceremonies and others.

    *Note: A large-scale event is, by definition, a social activity of a cultural, artistic, ceremonial, commercial, sporting or other nature, organized to attract a large audience.

    At a minimum, the Bidder must include the following information:

    (a) Name of client business or organization and contact information for the resource person;

    (b) Start and end dates of the experience; and,

    (c) Details about the experience acquired (a summary of at minimum 750 words).

    4. The Bidder must confirm and demonstrate that they have all the types of equipment indicated in article 4.1.C of Annex “A”, Statement of Work.

    5. The Bidder must also demonstrate their capacity to provide services seven (7) days a week in order to respond to emergencies. The Bidder must demonstrate that they can respond to emergencies by getting to the site in less than two (2) hours.
