Description of the Requirement:
Objective: The intent is to award one contract for the provision of Human Resources professional services under Stream 1 of the Task and Solutions Professional Services (TSPS) Supply Arrangement (SA) on an “as and when requested” basis to be used by Employment and Social Development Canada across its branches.
This requirement consists of two components:
a) Testing and Assessment Services in the context of recruitment and talent sourcing
• To provide competency-based assessment (including but not limited to standardized competency-based assessment tools) recommendations, methodologies and tools to support staffing processes or recruitment campaigns, and oversee the conduct of online assessment strategies.
• ESDC seeks to enable virtual and innovative recruitment solutions to support the department’s staffing processes, in accordance with the Public Service Employment Act (PSEA) and in support of the implementation of the Government of Canada’s Call to Action on Anti-Racism, Equity and Inclusion in the federal public service and the Accessibility Strategy for the Public Service of Canada.
b) Professional Services in a range of HR disciplines to support Departmental needs:

• Organizational Design and Classification Consultant – Senior Level
• Leadership Development Consultant – Senior Level
• HR Assistant Consultant – Senior Level
Level of Security Requirement:

1. The contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid designated organization screening (DOS) with approved document safeguarding at the level of protected B, issued by the Contract Security Program (CSP), Public Services and Procurement Canada (PSPC)
2. The contractor/offeror personnel requiring access to protected information, assets or work site(s) must each hold a valid reliability status, granted or approved by the CSP, PSPC
3. The contractor must not utilize its Information Technology systems to electronically process, produce or store protected information until the CSP, PSPC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of protected B
4. Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP, PSPC
5. The contractor/offeror must comply with the provisions of the:
a. Security Requirements Check List and security guide, attached at Annex C
b. Contract Security Manual (latest edition)

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-United-States-Mexico Agreement (CUSMA), the Canada-Chile Free Trade Agreement (CCFTA), Canadian Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canada-Honduras Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-Ukraine Free Trade Agreement, Canada-United Kingdom Trade Continuity Agreement, Comprehensive Economic and Trade Agreement (CETA) and the Canada-Panama Free Trade Agreement (CPanFTA).
Proposed period of contract:
The proposed period of contract shall be for one (1) year plus two (2) one (1) year irrevocable options.
