Accommodation Services Fall 2022 – Cologne, Germany

1.0 – Advance Contract Award Notice (ACAN):

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2.0 – Definition of the requirement

The Department of National Defense has a requirement to provide support for the provision of accommodation services for Canadian Armed Forces (CAF) personnel (pers) in Cologne, Germany in support of Third Location Decompression (TLD) programs. The contractor must provide accommodation services for approximately 250 CAF personnel staggered throughout the period of 27 October 2022 to 30 November 2022.

3.0 – Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements):

Any interested supplier must demonstrate by way of a statement of capabilities that it meets all of the following mandatory requirements:

MT1: The Contractor must provide rooms in accordance with the number, types and dates as outlined in the Annex A Statement of Work (SOW), Table 2.1 and defined in Annex A SOW, Para 1.3.1 & 1.3.2

MT2: The Contractor must provide conference/meeting rooms in accordance with the number and dates as outlined in Annex A SOW, Table 2.1

MT3: The Contractor must provide parking in accordance with the number and dates as outlined in Annex A SOW, Table 2.1

MT4: The accommodation facilities must be located within the geographical boundaries of the map in Annex A SOW, Para 2.3.8. and Figure 2.1

4.0 – Applicability of trade agreement(s) to the procurement:

The procurement is subject to the following trade agreement(s):

• Canadian Free Trade Agreement (CFTA)

5.0 Justification for Pre-Identified Supplier:

The pre-identified supplier is the only supplier that can meet all the mandatory criteria as listed in Section 3.0. No other supplier is capable of providing sufficient rooms, suites, parking, and conference rooms on the selected dates within the determined geographical region.

6.0 Exclusions and/or Limited Tendering Reasons:

The following exclusion(s) and/or limited tendering reasons are invoked under the:

7.0 Period of the proposed Contract or Delivery date:

The proposed contract is for a period of 27 October 2022 to 30 November 2022.

8.0 Cost estimate of the proposed contract:

The estimated value of the contract, including option(s), is €304,319.43

10.0 Suppliers’ right to submit a statement of capabilities:

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

In order to be considered, the statement of capabilities must include how they comply with the Statement of Work (SOW); must respond to all mandatory criteria listed in section 3, and provide an official letter from the hotel confirming that there is availability of rooms, parking, and conference rooms as per Table 3.1 above and in the SOW (attached).

11.0 Closing date for a submission of capabilities:

The closing date and time for accepting statements of capabilities is 21 October 2022 at 11am EDT
