    Automatic Transfer Switch Inspection, Testing and Maintenance

    This requirement is for: The Correctional Service of Canada, Dorchester Penitentiary, Atlantic Institution, Nova Institution and Springhill Institution.

    Trade agreement: Canadian Free Trade Agreement (CFTA), World Trade Organisation-Agreement on Government Procurement (WTO-AGP), Canada Ukraine Free-Trade Agreement (CUFTA), Canada Korea Trade Agreement (CKTA), Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid.

    Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.

    Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

    Security Requirements: This standing offer does not include security requirements.

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide legislated and routine inspections, testing and maintenance to automatic transfer switches located at Dorchester Penitentiary, Atlantic Institution, Nova Institution and Springhill Institution.

    Objectives:

    The Contractor must perform Annual Automatic Transfer Switches inspection, test & maintenance, preventive replacement of parts (upon request), as well as routine and emergency repairs to Automatic Transfer Switches and Emergency Power Generators Control systems at Dorchester Penitentiary, Atlantic Institution, Nova Institution and Springhill Institution. The Contractor must carry out the annual separately from regular maintenance and testing.

    The Contractor must provide of all labour, materials, tools, supervision and equipment necessary for inspection, testing, maintenance, repair, parts replacement and upgrade of Automatic Transfer Switches as indicated in Table 1 - Equipment Inventory, including: 

    • Transfer Switch(es)
    • Synchronization device(s) & Controller
    • Circuit breakers
    • Transformers
    • Motor Starter(s) & Panel Board(s)
    • Related Electrical Components

    CSC will also use this standing offer for service calls and repair situations where the contractor must repair the equipment and make it operational when it is not functioning as per the intended design. 

    Deliverables:

    • Within 10 days of completion of required annual routine maintenance, the contractor must provide one (1) complete report for each site in PDF format and send it to the site contact indicated in section 1.5 of the statement of work.
      • Reports must demonstrate that all items in section 1.3 of the statement of work (including terms from CAN/CSA-C282-15) were actioned
      • Reports must include detailed result of the inspection and specific recommendations made for remedial actions, proactive replacement and upgrades.
      • Recommended maintenance, service or repairs must be presented in an itemized format; broken down by labor and part costs per item, and recommendations.
      • Report must contain screenshots or otherwise readings from thermographic survey
    • Within 10 days of completing an emergency service call, the contractor must provide one (1) service report in PDF format and send it to the site contact indicated in section 1.5.

    Term of Standing Offer:

    Period of the Standing Offer: The Work is to be performed during the period of January 1, 2023 to December 31, 2023 with the option to renew for four (4) additional one-year periods.
