    Description

    Defence Construction Canada – is calling for proposals from firms to provide facilities maintenance and support services to the Department of National Defence (DND) for installations located in CFS St. John’s and Outlying Areas, NL.

    The Contractor will be required to provide maintenance and support services for all identified buildings and their associated infrastructure within the defined property limits in a manner and to a standard that will not cause the buildings to deteriorate beyond normal wear and tear throughout the Contract term.

    This procurement contains set-asides for the benefit of Indigenous Businesses pursuant to applicable trade agreement provisions. See item 1.8 (Indigenous Benefits Plan) of the RFP for more information.

    Following contract award, the Contractor will be required to progressively mobilize starting on March 1, 2023 and be ready to commence providing the Services by July 1, 2023. 

    The initial Period of Service will be for three (3) years. If mutually agreeable between the Contractor and DCC, the Period of Service may be extended for up two (2) additional two (2) year period, for a possible total Period of Service of seven (7) years.

    The estimated contract value of SJ322871 over the possible total duration of the Period of Service is in the order of $7,273,000.00 including optional periods, the Prime Cost Allowances and one-time mobilization payment.

    Information provided by the Proponents will be evaluated using the established criteria in the Request for Proposals (RFP).

    Tenderers are advised that two (2) Non-Mandatory Site Visits will be held at the following dates, times and locations:

    First Site Visit Details

    Date: November 15, 2022

    Time: 9:00 Newfoundland Standard Time

    Location: Meet at the lobby of building SJ2 located at 115 The Boulevard, St. John’s, NL. This site visit will tour SJ2, SJ1 located at 145 Churchill Avenue, St. John’s, NL, and HMCS Cabot Armoury buildings CA1 to CA5 located at 220 Southside Road, St. John’s, NL.

    Second Site Visit Details

    Date: November 16, 2022

    Time: 10:00 Newfoundland Standard Time

    Location: Meet at the beginning of the Cambrai Rifle Range access road located off Highway 71 in Makinsons, NL. This site visit will tour the Cambrai Rifle Range and Emerald Vale Training Area.
