    **Attention Michael Caoagas

    The Canada Border Services Agency (CBSA) is seeking feedback from industry with respect to the provision of multi-faith Chaplain services in Immigration Holding Centres (IHCs) for persons detained under the Immigration and Refugee Protection Act (IRPA). The information provided will help determine if the services of a multi-faith Chaplain could help contribute to the mental health and well-being of persons held in IHCs, as well as meet the Agency’s needs.     Questions:

    1. Please outline your mandate and structure.
    2. What regions/provinces are you able to provide multi-faith chaplaincy support in? Where are your locations?
    3. Please explain how all faiths are accommodated through Chaplaincy services.
    4. What is your organization’s structure in terms of providing a replacement multi-faith Chaplain resource should one be required?
    5. What relevant qualifications do your multi-faith Chaplains possess to ensure the effective delivery of multi-faith chaplaincy work?
    6. Do your multi-faith Chaplains have experience in a detention environment? If so, please describe.
    7. In what languages can your multi-faith Chaplains provide services?
    8. What types of mental health support training do your multi-faith Chaplains receive?
    9. What types of crisis intervention training do your multi-faith Chaplains receive?
    10. Describe the experience your multi-faith Chaplains have in providing counselling and crisis intervention for clients who are in need of complex mental health support.
    11. What training and skills allow your multi-faith Chaplains to recognize potential medical and or psychological needs of clients and how do religious care plans contribute to client well-being?
    12. What would be the threshold for your multi-faith Chaplains to engage with a medical professional regarding the well-being of a client?
      • Describe how your multi-faith Chaplains would do so.
    13. Provide a list of mental health needs that have been addressed by Chaplains via intervention counselling.
    14. How many hours of multi-faith Chaplaincy services are generally provided in each work location and how is the number of hours determined based on volumes (i.e., is there a formula to determine appropriate number of hours based on number of persons served)?
    15. Are your multi-faith Chaplains able to provide services during daytime hours on Monday to Friday and is there flexibility to provide occasional support services (on call or in person) outside regular business hours and on weekends?
    16. Please provide any other relevant information relating to your/your organization’s ability to meet the CBSA’s requirements for Chaplain services.
