    First Aid Training in the Pacifique region

    This requirement is for: The Correctional Service of Canada (CSC), CORCAN Pacific region.

    Trade agreement: This procurement is not subject to any trade agreement.

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid.

    Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.

    Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

    Security Requirements: This standing offer includes security requirements.

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service of Canada has a requirement to provide third party certification for First Aid Training for offenders at various federal institutions.

    Objectives: To provide third party Industry standard certification for First Aid Training courses, to groups of offenders at various federal institutions in the Pacific Region.

    Upon successful completion of the First Aid Training, the Contractor must provide participants with certificates for the graduated course levels, as follows: LEVEL 1 and LEVEL 3.

    CSC may award of up to a maximum of two (2) Standing Offers, one (1) per each STREAM.

    STREAM 1: Fraser Valley

    STREAM 2: William Head

    Bidders may submit a proposal for one or more Streams. However, they must provide the services at all of the sites listed within the identified stream.

    NOTE: The bidder must supply sufficient resources for the estimated volume of sessions per stream for which they are interested in providing services. See Annex B – Basis of Payment for the estimated number of sessions (courses) for each Stream.

    Deliverables:

    The services the Contractor must provide include, but are not limited to, the following:

    1. LEVEL I and LEVEL 3 First Aid Training including a sufficient number of qualified instructors to deliver the training;
    2. Training materials – written, practical exercises, and testing – and specialized equipment as required for the completion of the applicable course;
    3. A copy of a class list and all original certificates delivered to the site and provided to the Project Authority to substantiate invoices and support the time and other amounts claimed in addition to a class roster with course results;
    4. Progress reports identifying work completed within 5 business days after completion of course delivery;
    5. Educational tools and classroom supplies including but not limited to binders, papers, and pencils;

    Support to contractor:

    The support Correctional Service Canada (CORCAN) will provide to the Contractor includes, but is not limited to the following:

    1. Selection of participants with a confirmed number of participants for the course 1 week prior to the course commencement date;
    2. Training facilities for delivery, including classroom space and any equipment required (ex: projector and laptop) for use during classroom instruction (note all types of media utilized for delivery of the training is subject to pre-approval by the Project Authority and the type of media will be identified in the call-up);
    3. Gate passes a minimum of 2 weeks in advance to ensure time for review and signing;
    4. Gloves and steel toe boots for all participants as needed;
    5. Cleaning supplies as required
    6. Site orientation and review of local security policies and procedures.

    Any conditions for participation of suppliers not specified in solicitation documentation: none.

    Duration of Standing Offer and Time Frame for Delivery:

    Period of the Standing Offer: The Work is to be performed during the period of February 1, 2023 to March 31, 2024 with the option to renew for three (3) additional one-year periods.
