    THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

    Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

    As a requirement of the Supply Arrangement, this notice is published on Buy and Sell Canada for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

    Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

    Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI /C from Buyandsell.gc.ca and submit a response as per the requirements of the Request for Supply Arrangement.

    Statement of Requirement:

    The National Research Council Canada (NRC) - Aquatic, Crop Resource Development (ACRD) portfolio has a requirement for a Console Freeze Dryer which must meet all of the Mandatory Technical Specifications as specified below. 

    The Console Freeze Dryer must include all of the following:

    Mandatory Technical Requirements

    1. The unit must have a capacity of 18L of ice.
    2. The unit must be able to achieve a temperature of -50°C with aqueous samples.
    3. The unit must have a bulk tray dryer with 6 port manifold:
    4. The bulk tray dryer must have temperature and vacuum level controls in 30 programs with up to 16 segments each;
    5. The bulk tray dryer must have quality reassurance with onboard data collection and real time graphing;
    6. The bulk tray dryer must have sample probes with remote notification of operating parameters or alerts
    7. The bulk tray dryer must have three shelves and be able to be heated up to 60oC
      1. The unit must have quick disconnect drain hose,
      2. The unit must have a built in cabinet for a vacuum pump.
      3. The unit must have a vacuum break which valve bleeds air into the system when power to the freeze dryer or vacuum pump is shut off for more than 5 minutes.
      4. The unit must have a moisture sensor to prevent refrigeration or a vacuum start-up, when moisture is detected in the drain line.
      5. The unit must have a power supply of 230V, 60Hz with plug for North America
      6. The unit must meet all applicable Canadian Standard Association (CSA) or Underwriters' Laboratories of Canada (ULC) standards.
      7. The unit must have an integrated display to show temperature, vacuum status, manual start/stop of pump, collector, defrost as well as storage and use of automated programs.
      8. The unit must have flexible programming and control of optional drying accessories including end point detection for flask freeze drying.
      9. The unit must have customizable settings including language, time zone, temperature and vacuum.

    Must have alerts and feedback of current operating parameters that can be received (automatically to user-entered email addresses).

    1. The unit must include a direct vacuum pump, with Exhaust filter, and tubing connection.
    2. The Vacuum pump Voltage must match the Console unit for Automatic operation.
    3. The Vacuum pump must pull 195L/min.
    4. The pump must have front viewing window for monitoring vacuum pump oil.
    5. The Vacuum pump must have a feature to automatically shut down when a leak is present in initial pull down or during run.
    6. The Vacuum pump must have a HEPA filter to prevent particulate contamination.

    Installation

    The Contractor must deliver all deliverables at the location specified in the Contract.

    Manuals

    The Contractor must deliver 1 complete set of Documentation, in English with the deliverables. 

    This documentation must include all publications pertaining to technical specifications, installation requirements and operating instructions

    Maintenance and Support Services

    The vendor must provide a parts and labour warranty for a minimum of one year after delivery.

    The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
