This advance notice describes, in general terms, a future procurement opportunity contemplated by the National Capital Commission (the “NCC”).
This advance notice is not a solicitation or a formal call for tenders or any other type of bid solicitation. No legal rights or privileges are conferred by or will be deemed to arise as a result of this advance notice.
The contents of this advance notice are subject to change and will not form or be deemed to comprise any part of the content of any formal procurement process or documentation that may be issued in the future.
Vendors interested in the potential opportunity that this notice generally describes should continue to monitor CanadaBuys.ca for formal notifications, if any, regarding any formal procurement process from the NCC.
No questions will be answered during the posting of this advance notice.
While subject to change, the NCC anticipates the following services, procurement strategy and procurement schedule for the next phase of environmental remediation at Victoria Island (Phase 3a):
Services
The NCC will require a qualified environmental remediation contractor to complete an environmental remediation program of the greenspace area west of Portage Bridge, north of Middle Street on Victoria Island in Ottawa, Ontario (Phase 3a).
Services are expected to include:
- Excavation of all overburden material and concrete foundations to the top of intact bedrock surface within the remediation limits, for transportation and disposal at an Ontario Ministry of the Environment, Conservation and Parks approved disposal facility, with some exception where overburden material will remain in place;
- Site reinstatement with clean backfill to design grades and placement of suitable topsoil and seed in landscaped areas;
- Installation of new fencing on the west side of Victoria Island to limit access to the Bronson Channel and Timberslide Ravine.
Interested contractors are encouraged to review a previous procurement for Victoria Island published on CanadaBuys.ca on May 5, 2021 (Solicitation AL1825, Victoria Island Remediation Project - except for the demolition of the overhead duct bank and reinstatement of the aquatic habitat features), the type of services anticipated in the future procurement are expected to be similar.
Procurement Strategy
As part of Canada’s commitment to support First Nations population, this procurement will aim to provide specific socio-economic benefits to the Indigenous People and/or Indigenous Firms of the Algonquin Nation.
To fulfill this objective, interested remediation contractors are strongly encouraged to build an inclusive contracting team by contacting the Algonquin Nation and/or Algonquin companies in advance of the formal procurement to discuss and/or secure the participation of Algonquin companies in the work. See attachment.
In the evaluation of bids, proponents will be awarded points for involving Algonquin companies or individuals in the project as prime or subcontractor(s) to deliver trades or services required for the successful completion of the project.
Details of the evaluation process and scoring will be further outlined in the future procurement. Indigenous and non-indigenous contactors are encouraged to reach out to Algonquin Communities and Contractors well in advance to solicit interest.
The procurement will also include a technical qualification element to evaluate the capability/experience of the Remediation Contractors for the remediation project.
The basis of selection is anticipated to be: Pass mandatory technical criteria, then highest best value score between total estimated price and Algonquin participation.
