Bid solicitation # 23-226061, issued under the framework of the E60ZT-18TSPS Supply Arrangement for task-based professional services, for the provision of the following professional services:

Stream 3: Project Management Services/ Category: 3.9 Project Monitor

Foreign Affairs, Trade and Development (DFATD) (hereinafter the “Client”) requires performance evaluation and monitoring services for the following three sexual and reproductive health and rights (SRHR) projects:

  1. Women and Girls Standing up with Dignity for our Sexual and Reproductive Rights
  2. Improving Citizen Engagement in SRHR in Léogâne and Gressier 
  3. Supporting Equal Sexual and Reproductive Health

The Consultant/Project Controller will be responsible for evaluating the performance of these 3 projects. The Consultant/Project Controller will travel to the field, visit projects, consult with project stakeholders and beneficiaries and participate in committee meetings as needed. The Consultant/Project Controller will provide advice to DFATD on technical aspects of project implementation when deemed necessary and appropriate by the project manager.

Location: The Consultant will work from his office but will also be required to travel to Haiti and to DFATD headquarters.

Official languages: The Contract must be able to provide resources capable of communicating and writing in French.

PROPOSED PERIOD OF CONTRACT: From the contract award date to March 31, 2026

The intent of this solicitation is to establish one (1) contract.
