Solutions-Based Professional Services (TSSB) Requirement

This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSSB who
qualified under Tier 1 for the following stream(s):
Stream 2: Business consulting/change management services
Given the sensitive nature of this project, parties interested in this RFP will be required to sign a
Confidentiality Agreement. The RFP and Statement of Work shall be provided only to Bidders after
receipt of their signed Confidentiality Agreement. Requests for the RFP and Statement of Work will not be
accepted without it.
Request for proposal documents will be e-mailed directly from the contracting officer to the qualified
Bidders.

Description of the Requirement:
Transport Canada requires consulting services to evaluate the current classification of Canada Port
Authorities (CPAs), and to examine potential complementarities among CPAs with a view to supporting
greater productivity of these key federal assets.
The Consultant must assemble a multidisciplinary team combining expertise in economic and financial
analysis, corporate finance, marine transportation, business process/supply chain analysis, mergers and
acquisitions, and corporate governance.
This work will include rigorous quantitative analysis, such as the development of short-, medium-, and
long-term forecasts related to cargo traffic and financial statements. Further to this, qualitative
considerations will be showcased to highlight how potential recommendations could strengthen or
weaken different themes that are important to the Government.
