    Description

    Defence Construction Canada (DCC) is calling for proposals from firms to provide facilities maintenance and support services to the Department of National Defence (DND) for installations located in CFB Halifax, Shearwater and Dartmouth, Nova Scotia (NS).

    The Contractor will be required to provide maintenance and support services for all identified buildings and their associated infrastructure within the defined property limits in a manner and to a standard that will not cause the buildings to deteriorate beyond normal wear and tear throughout the Contract term.

    This procurement contains set-asides for the benefit of Indigenous Businesses pursuant to applicable trade agreement provisions. See item 1.9 (Indigenous Benefits Plan) of this RFP for more information.

    Following contract award, the Contractor will be required to progressively mobilize and be ready to commence providing the Services by the Service Commencement date in the Contract.

    The initial Period of Service will be from Service Commencement Date to March 2026. If mutually agreeable between the Contractor and DCC, the Period of Service may be extended for up to two (2) additional two (2) year period followed by an additional extension of two (2) year period, for a possible total of approximately seven (7) years.

    Information provided by the Proponents will be evaluated using the established criteria in the Request for Proposals (RFP).

    *** Proponents are advised that two (2) additional non-mandatory site visits will be offered during this solicitation.

    1. The sites visits are scheduled for:
      1. March 10, 2023, at 9:00AM, F&BTC (Building SH330) located at 371 Magnificent Avenue, CFB Halifax, Shearwater, Nova Scotia, NS; and
      2. March 10, 2023, at 1:00PM, DRDC (Building DA26) located at 9 Grove Street, CFB Halifax, Dartmouth, Nova Scotia, NS.

    To register for the site visits, contact Jim Payne by email at jim.payne@dcc-cdc.gc.ca NO LATER than 10h00 AM local time March 9, 2023. Contractors who do not pre-register will not be permitted access to the site(s). Provide the names, email addresses, phone numbers, and security certificate/number (if applicable) of the representatives attending the site visit. ***

    The estimated contract value of HX316341 over the possible total duration of the Period of Service is in the order of $6 000,000.00 including optional periods, the Prime Cost Allowances and one-time mobilization payment.
