    This RFP is only for pre-qualified Suppliers for Stream 6.6 IT Security Engineer against Supply Arrangement E60ZT-180027.

    DESCRIPTION OF REQUIREMENT:

    The required services may include, but are not limited to the following:

    1. Initial meeting to review objectives and expectations.
    2. Review, analyze and/or apply:
      1. Directory Standards such as X.400, X.500, and SMTP
      2. Operating Systems such as MS, Unix, Linux, and Novell
      3. Networking Protocols such as HTTP, FTP, and Telnet
      4. Secure IT architectures fundamentals, standards, communications and security protocols such as IPSec, IPv6, SSL, and SSH
      5. IT Security protocols at all layers of the Open Systems Interconnection (OSI) and Transmission Control
      6. Protocol/Internet Protocol (TCP/IP) stacks
      7. Domain Name Services (DNS) and Network Time Protocols (NTP)
      8. Network routers, multiplexers and switches
      9. Application, host and/or Network hardening and security best practices such as shell scripting, service identification, and access control
      10. Intrusion detection/prevention systems, malicious code defence, file integrity, Enterprise Security Management and/or firewalls
      11. Wireless technology
      12. Cryptographic Algorithms

    DURATION OF CONTRACT

    The period of the Contract is from upon contract award to October 31, 2023.

    EVALUATION PROCESS AND SELECTION METHODOLOGY

    Mandatory Technical Criteria

    Provide previous work experience for the proposed resource to demonstrate the 10+ years experience required.

    Financial Evaluation

    Pricing will be scored based on a relative pricing formula using the rates set out in the Basis of Payment. Each bidder will receive a percentage of the total possible points allocated to price for the particular category it has bid on, which will be calculated in accordance with the following formula:

    Lowest price ÷ proponents price x weighting = proponent’s pricing points.

    Basis of Selection

    SACC Manual Clause (A0027T) (2012-07-16) , Basis of Selection - Highest Combined Rating of Technical Merit and Price

    1. To be declared responsive, a bid must:
    1. Comply with all the requirements of the bid solicitation
    1. Meet all mandatory technical evaluation criteria;

    1. Bids not meeting (a) or (b) will be declared non-responsive.
    1. The selection will be based on the highest responsive rating of price. The ratio will be 100 % for the price.
    1. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 100 %.
    1. For each responsive bid, the pricing score will determine its rating.
    1. Neither the responsive bid obtaining the lowest evaluated price will necessarily be accepted. The responsive bid with the highest rating will be recommended for award of a contract.
