Ultra-Low Temperature (ULT) Freezer Procurement for Secure Storage of Temperature Sensitive Material

THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

As a requirement of the Supply Arrangement, this notice is published on Buy and Sell Canada for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI /C from Buyandsell.gc.ca and submit a response as per the requirements of the Request for Supply Arrangement.

The National Microbiology Laboratory - needs five (13) freezers model #MDF-DU702VXC-PA.

The mandatory technical criteria are:

25-28 Cubic Foot Upright Ultra-Low Temperature Freezer

Must have door mounted microprocessor with display that is capable of monitoring and controlling the following functions: comprehensive set point, alarm, monitoring, diagnostic and communications functions

Insulation must be CFC-Free Urethane foam

M4

Internal capacity must be between 25 and 28 cubic feet

M5

Interior dimensions must be minimum 34.3” in width, 23.6” in depth, and 55.1” in height

M6

Exterior dimensions must be maximum 40.6” in width, 36.8” in depth, and 78.5” in height

M7

Must occupy space of less than 12.0 square feet

M8

Internal temperature control range must be between -50 °C and -86 °C

M9

Cooling performance must be >-65 °C

Must have (redundant) dual-compressor refrigeration system (Auto-Cascade)

Should 1 of the 2 compressors become non-functional in the dual-compressor refrigeration system the remaining functional compressor must be capable of operating and maintaining an internal temperature of minimum -70°C

Must have external door lock for use with padlock

Must operate at less than 52.0 dB

Must use Mixed HC/HFC

Must include minimum 5 year warranty on all parts on labour

Must have 1 manual vacuum relief port

Must meet the following electrical requirements: 208-230v, 60hz, 15A (NEMA 6-15P)

Must have a platinum temperature sensor (Pt-1000Ω)

Shipping costs must be included in the overall cost

The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.

Only selected SA Holders currently holding a SA under the E60PV-19EQUI series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to (INSERT DATE) before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement process. In no circumstance will such an invitation require Canada to extend a bid closing date. The following SA Holders have been initially invited to bid on this requirement.
