The Department of Foreign Affairs, Trade and Development (DFATD) is planning to carry out a requirement for a complete renovation of a residential building in The Hague, Netherlands.
A Stage 1 Request for Qualification (RQ), was published on CanadaBuys (RQ 23-225129) on December 30, 2022. The respondents who qualified will now be receiving the Stage 2 Request for Proposal (henceforth referenced as RFP Stage 2).
DFATD is seeking to engage the services of a supplier for construction services for the planned work at a residential building in The Hague, Netherlands.
The renovations work will include upgrading elements of the building, upgrading the living spaces, addressing all health and safety issues, and redecorating the space as per the statement of work (SOW). The work will also include renovations to the ground floor foundations and energy saving measures. The contractor is to carry out the work in conjunction with the SOW and pre-established design plans.
The pre-qualified supplier(s) will follow the drawings and scope of work that will be outlined in the RFP Stage 2 to qualified respondents.
This presents a unique opportunity for appropriately qualified and experienced suppliers to demonstrate their knowledge, skills and experience relevant to renovations. The contractor that will be awarded a contract (in RFP Stage 2) will be required to ensure excellent quality in several fields, such as architectural, mechanical, electrical, structural, as well as high quality construction.
Suppliers must be capable of providing the full range of services required in English or French, and have the ability to travel to, and perform commissioning guidance in The Hague, Netherlands.

The bid solicitation is also open to suppliers who are interested and capable of doing the work, and who demonstrate that they meet the mandatory requirements for prequalification as described in RQ 23-225129. Interested suppliers may request more information by sending an email to:

The email must have NPP 23-225129 in the subject line. Canada is not required to delay the solicitation nor the award of any resulting contract.
The Minister will not reimburse expenditures incurred by respondents responding to this NPP.
