    Description

    The Federal Economic Development Agency for Southern Ontario has a requirement for the provision of 40 (forty) licenses for a market research database.

    The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for this database to Tetrad, Vancouver, BC.

    Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    BACKGROUND:

    Federal Economic Development Agency for Southern Ontario (FedDev) has a requirement to procure 40 (forty) licenses to a market research database, for use by the Regional Development Agency (RDA) Canada Business offices (PacificCan, PrariesCan, Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, and FedDev Ontario) through a shared, cost-savings procurement process.

    REQUIREMENTS/ RESULTS:

    The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) has a requirement to procure 40 (forty) licenses to demographic software, for use by the Regional Development Agency (RDA) small business centres. Sitewise is used to provide demographic and consumer spending data about specific geographic locations to help entrepreneurs assess to the market potential in their target area. The software and mapping function provides demographic and consumer expenditure estimates, used to conduct secondary market research analysis for small business clients across Canada.

    SCOPE OF WORK AND DELIVERABLES:

    It is necessary that the Regional Development Agencies (RDAs) utilize the same database to ensure consistency in the type of data and quality of data available to business clients across the country and to be able to compare data across regions. Renewing licenses to Tetrad is required, for the RDAs to be able to compare data and reporting trends year-over-year. The interested supplier’s proposed software must have the capacity to:

    • Draw current demographic data from authoritative, reputable sources, such Pitney Bowes and Statistics Canada.
    • Retrieve demographic profiles for standard census and postal areas.
    • Integrate demographic data and business locations in a customizable document report with maps, charts and textual descriptions.
    • Display potential customer locations on a map to define a client’s market area.
    • Produce reports around proposed business locations using circles, polygons, or driving distances. 
    • Produce report packages that are customizable to the needs of the RDA business offices and include tables, charts, metrics, descriptive text and maps with thematic or aerial imagery. Utilize demographic data that is updated on a regular basis.
    • Draw information about business trends and local competitors.
    • Produce demographic expenditure data for a specific geographic location.

    1. Justification for the Pre-Identified Supplier

    FedDev Ontario has a requirement for a database that provides detailed Canadian census and consumer spending data, trends and forward projections integrated with mapping software. Sitewise Pro is a data visualization and analytics solution, allowing users to create analytical reports and detailed maps specific to users location and business type. The mapping software allows users to retrieve Canadian data, including population, population/household/labour projections, consumer spending and household and income trends and projections, based on census division, postal code and/or a custom street search. The information is used to support Canadian entrepreneurs to strengthen their business plan and start or grow their small business. Consumer spending data and projections include spending on items such as food, shelter, household operations, clothing, transportation, health care, recreation, education and reading material, tobacco products and alcoholic beverages, games of chance and miscellaneous expenditures.

    Based on our research, Tetrad’s Sitewise Pro is the only software that provides census data and consumer spending trends with forward projections combined with mapping software. 

    Government Contracts Regulations Exception(s)

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection (6(d) - "only one person is capable of performing the work"). Tetrad is the only known service provider that meets all the mandatory criteria’s as described within; no alternative source of supply known.

    SECURITY REQUIREMENT :

    CONTRACT PERIOD :

    The period of the Contract is from March 27, 2023 through to March 26, 2024

    The contract will include two (2) additional one (1) year period under the same conditions to be activated at the discretion of FedDev Ontario.

    COST ESTIMATE:

    The estimated cost of the proposed contract is $206,185 for 3 years ($66,250 year 1, $68,688 year 2, $71,247 year 3) plus GST/HST extra).
