    1. SUMMARY
    1. This bid solicitation is being issued to satisfy the requirement of Agriculture and Agri-Food Canada. It is intended to result in the award of one (1) contract from contract award to March 31, 2026 with two option years at the discretion of AAFC.
    2. AAFC requires the data to support economic analysis of key farm inputs. The data is critical for conducting annual forecasts of farm income and programs and for regular departmental updates of commodity prices. There is an ongoing need to monitor the level of farm input prices amongst farmers, governments, and others that are involved in agriculture, as well as interest in comparing the prices of farm inputs with those in neighbouring U.S. states. Compared to previous years, this set of contracts will place more emphasis on collecting data in Canada compared to the U.S., as there has been more relative demand in recent years to understand the input price situation in Canada.

      The data contribute to understanding of international competitiveness in input costs, the impact of mergers within the pesticide, seed, biotechnology and fertilizer distribution industries; structural changes in alliances between farmers and input suppliers and distributors. AAFC has formally supported the collection of these input price data on a regional basis in response to a recommendation by the Senate Standing Committee on Agriculture and Forestry. There is a need for long term collection of these data to support this type of economic analysis.

      The data from these surveys are required by AAFC to understand the current cost environment of some key inputs (i.e. fertilizer, fuel, pesticides and seeds), how they have evolved over time, and how they compare between Canada and U.S. border regions. This allows AAFC to 1) understand the relative cost environment facing Canadian producers; 2) assess the effects of farm policies and industrial policies in both countries; and 3) assess structural changes taking place in the farm sector and inputs sector. These data are used by various internal and external partners, and there is no other public source of such information for the purposes of monitoring regional agriculture input markets.
