    Background:
    Defence Research and Development Canada (DRDC) is undertaking a
    new research initiative in the domain of high power lasers and
    fibre optics. DRDC is thus soliciting submissions for the
    development and delivery of an optical beam collimating and
    focusing system.
    
    General Description:
    DRDC has a requirement for an optical beam collimating and
    focusing system, hereby named as the optical beam expander
    (BEX). The primary objective of the BEX is to allow focusing a
    kW-class continuous wave laser beam at different ranges. The BEX
    will also integrate an optical camera and a ranging system so as
    to be able to automatically determine the required focus
    distance. The system will be lightweight, weatherproof,
    passively cooled, exhibiting minimal back reflections and with
    electronic adjustment and tuning abilities.  The Contractor will
    have to demonstrate its expertise and knowledge in the field of
    high power optical beam control systems by providing information
    on the number and scope of completed projects, as per the
    evaluation criteria appendix.
    
    Special Considerations:
    The exact specifications of the system are considered to be
    sensitive and will only be supplied upon contract award to the
    winning bidder.  The specifications are not deemed necessary for
    bid proposals.  These include parameters represented by LAS_POW,
    LAS_PROV, BEX_AL, RAN_MIN, RAN_MAX, ADJ_RES, RAN_EX1, RAN_SP1,
    RAN_EX2, RAN_SP2, RAN_EX3, RAN_SP3, LRF_RAN.
    
    Four different deliverables will be provided to DRDC-Valcartier
    as per the percentages (%) of the contract value (there will be
    a 10% holdback on each deliverable) and the delivery dates
    indicated below:
    1) A detailed design of the optical system including all
    relevant parameters and diagrams:	20%,	March 31st, 2013;
    2) An intermediate proof of completion of the optical system
    frame core:	20%,	September 1st, 2013;
    3) An operational, tested and aligned optical system along with
    performance characterization test results:	45%,	January 31,
    2014; and
    4) Technical and installation support and training at DRDC's
    facilities: 15%, February 28, 2014.
    
    
    This Public Works and Government Services Canada office provides
    procurement services to the public in both official languages.
