    This bid solicitation cancels and supersedes the advanced
    contract award notice published on 2012-11-28 with a closing of
    2012-12-13 at 2 p.m.
    
    
    Background: Agriculture and Agri-food Canada (AAFC) laboratory
    in Normandin wants to replace an atomic absorption spectrometer
    (Perkin Elmer AAnalyst 300, 1997,  AA Winlab software version
    2.61).
    
    The suggested AA spectrometer will have to meet the needs of the
    Normandin laboratory which does analysis to meet the objectives
    of different research projects in the fields of environment,
    agriculture and food.
    
    
    Requirement:
    To supply one (1) atomic absorption spectrometer. All technical
    specifications and components mentioned in this request are
    mandatory.
    
    The contract includes provision of the atomic absorption
    spectrometer (including all components necessary for its
    operation), documents, delivery, installation, and training at
    AAFC, Normandin, Quebec, Canada.
    
    Technical Specifications and Components Required:
    1	The instrument will have to perform analysis to determine the
    following minerals in plant extracts done with the sulfuric
    acid/selenous acid matrix and the hydrochloric acid matrix and
    also soil extracts done with the Mehlich 3 matrix: Potassium
    (K), Calcium (Ca), Magnesium (Mg), Sodium (Na), Aluminium (Al),
    Beryllium (Be), Copper (Cu), Iron (Fe), Zinc (Zn), Chrome (Cr),
    Manganese (Mn), Nickel (Ni), Cadmium (Cd), Lead (Pb) and Cobalt
    (Co).
    2	The instrument should have at least a six (6) lamp carousel
    capability. 
    3	The instrument should come with a stainless steel nebulizer
    and also a high sensitivity corrosion resistant nebulizer.
    4	The instrument should have an auto sampler and should also
    provide the possibility to add a dilutor and a graphite furnace
    (for future needs).
    5	The instrument should have a software compatible with the
    Windows 7 platform.
    
    Existing Components to be Reused or Replaced:
    - 3 trays, capacity of a 160 samples each.
    - 3 trays, capacity of a 63 samples each.
    - 12 HCL lamps.
    - 2 burners.
    
    
    
    This Public Works and Government Services Canada office provides
    procurement services to the public in both official languages.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
