    General information:
    A Supply Arrangement (SA) is a method of supply used 
    by Public Works and Government Services Canada 
    (PWGSC) to procure goods and services. 
    
    A SA is an arrangement between Canada and pre-
    qualified suppliers that allows identified users to solicit 
    bids from a pool of pre-qualified suppliers for specific 
    requirements within the scope of a SA. A SA is not a 
    contract for the provision of the goods and services 
    described in it and neither party is legally bound as a 
    result of signing a SA alone. The intent of a SA is to 
    establish a framework to permit expeditious processing 
    of "individual bid solicitations" which result in legally 
    binding contracts for the goods and services described 
    in those bid solicitations.
    
    
    On-going Opportunity for Qualification:
    This notice is being issued as the perpetual Notice to 
    the Supply Arrangement (SA) (EE517-150138) to inspect 
    on an as-and-when-requested basis, marine structures 
    throughout the Quebec Region. The objective is to 
    invite additional suppliers to submit arrangements to 
    become pre-qualified Suppliers under Terms and 
    Conditions of Request For Supply Arrangement (RFSA) 
    EE517-150138/B.
    
    Pre-qualified suppliers for which a SA has already been 
    issued under EE517-150138/A, and which is still valid, 
    will not have to submit a new arrangement.
    
    If a supplier would like to qualify for a Supply 
    Arrangement under this RFSA, it must obtain the RFSA 
    documents Number EE517-150138/B.
    
    
    Evaluation Procedures:
    Arrangements will be assessed in accordance with the 
    entire requirement of the RFSA including the technical 
    evaluation  criteria. No financial criteria are evaluated 
    under this RFSA. Financial criteria will be requested 
    during "individual bid solicitations" sent directly to    
    pre-qualified Suppliers of EE517-150138.
    
    
    Services Description:
    To perform on an as-and-when-requested basis, for 
    Public Works and Government Services Canada in 
    behalf of Fisheries and Oceans Canada, marine 
    structures inspection and maintenance services 
    throughout the Quebec Region.  All in accordance with 
    the Annex A of the RFSA.
    
    All compliant Offerors will receive a SA.
    
    The SA will be implemented from the date of the SA 
    (around the beginning of April 2016) to March 31, 2019. 
    
    Total estimated annual expenses for all inspection and 
    maintenance of marine structures: $ 300,000 excluding 
    applicable taxes.

    The Crown retains the right to negotiate with suppliers on any procurement.
