    Nature of Requirements: 
    
    1.0     The Royal Canadian Mounted Police (RCMP) requires a National Individual Standing Offer (NISO) for the provision of 40 x 46 mm less than lethal blunt impact projectiles, in the following four (4) categories: 
    
    a) Category 1: Short Range Less than Lethal 40 x 46 mm Blunt Impact Projectile - Collapsible Head Round (Operational);
    b) Category 2: Short Range Less than Lethal 40 x 46 mm Blunt Impact Projectile - Low Velocity Sponge Round (Operational);
    c) Category 3: Intermediate Range Less than Lethal 40 x 46 mm Blunt Impact Projectile - High Velocity Sponge Round (Operational); and
    d) Category 4: Intermediate Range Less than Lethal 40 x 46 mm Blunt Impact Projectile - High Velocity Sponge Round (Training). 
    
    2.0     The resulting NISO will be established for an initial period of three (3) 
    years from the date of award of the Standing Offers, with two (2) additional one (1) year option periods. 
    
    3.0     Offerors may submit an offer for any one (1), two (2), three (3), or all four (4) categories. One (1) Standing Offer will be awarded fo
    r each of the four (4) categories. 
    
    4.0     The National Security Exception provided for in the trade agreements has been invoked. Therefore, this procurement is excluded from all of the obligations of all the trade agreements.
    
    5.0     For each category of blunt impact projectile that the Offeror proposes to supply, the Offeror must provide 50 sample rounds that will be s
    ubject to the associated testing indicated in Attachment 1 to Part 4. The sample rounds must be sent to the following address, by the date, time and place indicated on page 1 of the Request for Standing Offers:

    6.0     Once the samples have been shipped, the Offeror must provide, 
    in writing, to the Standing Offer Authority and the addressee indicated 
    in subsection 5.0, above, all of the following information: 
    
    a) Name of the supplier submitting the sample rounds;
    b) Name of the shipment carrier;
    c) Tracking number; 
    d) Date the shipment left the supplier’s facility; and
    e) Estimated date of arrival at the address indicated in subsection 
    5.0, above. 
    
    7.0     Only the sample rounds should be sent to the foregoing address. 
    The Technical Offer, Financial Offer and Certifications must be sent to 
    Bid Receiving Unit, PWGSC.
