    The Department of National Defence (DND) has a requirement for
    the Repair and Overhaul of Detroit Diesel Engines for the
    Tracked Light Armoured Vehicles (TLAV) Family of Vehicles (FOV) .
    
    The work will be performed at the Offeror's facility. 
    Components received at the repair facility up to and including
    the contract expiry date must be repaired in accordance with the
    Statement of Work at Annex A, and the terms and conditions
    stipulated herein in this Request for Proposal.
     
    The quantities stated in Appendix 2 of the SOW are the estimated
    annual arisings and are best estimates available. No guarantee
    can be given that the actual arisings will occur in the
    quantities indicated.
    
    The period of the Contract will be from the date of contract
    award to March 31, 2018 inclusively with the option to extend by
    two (2) additional one (1) year periods under the same terms and
    conditions.
    
    Evidence must be provided, either through Original Equipment
    Manufacturer (OEM) Certifiation or OEM Agreements, that the
    Offerer is a Detroit Diesel Corporation Repair and Overhaul
    facility and has the necessary technical manuals and bulletins
    to perform the necessary work.
    
    APPLICABILITY OF TRADE AGREEMENTS
    The North American Free Trade Agreement (NAFTA), the Canada-Peru
    FTA, the Canada-Colombia FTA  and the World Trade
    Organization-Agreement on Government Procurement are not
    applicable to this requirement as it is for services for goods
    (FSC 28) which are themselves excluded from the Trade Agreements
    for the Department of National Defence. This is in accordance
    with the North American Free Trade Agreement Chapter 10, Annex
    1001.1b-2, Section B, General Note 1, and the World Trade
    Organization-Agreement on Government Procurement Annex 4, Note 4.
    
    The Agreement on Internal Trade (AIT) applies to this
    procurement.
    
    The Comprehensive Land Claims Agreement (CLCA) does not apply to
    this procurement as no goods will be delivered within a land
    claim area.
    
    CONTROLLED GOODS PROGRAM (CGP)
    This procurement is subject to the Controlled Goods Program.
    
    Eligibility:  Bidders must be registered under the Controlled
    Goods Program.   
    
    There is no security requirement associated with this
