    Notice Amendment 001 is raised to extend the Request for Information closing date to July 30, 2020.

    --------------

    This RFI W6399-19KH53/B (RFI/B) is raised in order to provide an update on the NGFV project (see additional information attached hereto as per the list in Section 5 of this RFI/B).

    1. Purpose

    The purpose of RFI W6399-19KH53/B is to:

    a. Share the documents prepared for the vehicle demonstrations held in Petawawa which includes the Demonstration Agreement, the Schedule, the Rules of Engagement document, the Demonstration Stowage list, and the Demonstration Route map;
    b. Share the Schedule prepared for the One-on-One meetings that occurred in Ottawa;
    c. Share the list of DND questions to Industry prepared for One-on-One meetings and the Presentations documents presented at all One-on-One meetings.
    d. Share Industry questions received and answers provided by Canada during the One-on-One meetings;
    e. Ensure that a formal line of communication with interested suppliers remains open.

    2. Executive Summary

    The Department of National Defence (DND) intends to procure approximately 55 to 75 Next Generation Vehicles (NGFV) for use by the Canadian Armed Forces (CAF) worldwide.

    The procurement process for this requirement was launched on July 17, 2019 with a Request for Information (RFI W6399-19KH53/A) (RFI/A), that closed on September 6, 2019. The purpose of the RFI was to provide information to Industry about the NGFV project requirements and to seek initial input from Industry on potential options and availability of technology in view of DND’s requirement for the NGFV and to seek interest from potential suppliers to participate in a vehicle demonstration.

    3. Update

    All suppliers who requested to participate to the vehicle demonstration by completing Annex D to the RFI/A were provided with this opportunity and were provided the opportunity to take part in a One-on-One meeting. Canada did not impose a limit on the number of suppliers being provided the opportunity to demonstrate as originally contemplated in Section 6.2 of the RFI/A. Canada also decided to conduct One-on-One meetings with all interested RFI respondents whether or not the respondent requested the opportunity to demonstrate a vehicle.

    The One-on-One meetings with RFI Respondents who requested a demonstration, took place over a two (2) day engagement with Canada with the Supplier demonstrating the NGFV during this two day engagement as per a Schedule (attached) and as per the terms of the Demonstration Agreement (attached).

    From October 28 to November 14, 2019, vehicle demonstrations occurred in Petawawa with 4 suppliers. Each supplier was provided with the opportunity to see the demonstration route one day in advance and to participate to a two (2) day engagement (totalling 8 hours), which included the One-on-One meeting with Canada. Representatives of Canada including representatives from the Department of National Defence (DND), Public Services and Procurement Canada (PSPC), Innovation, Science and Economic Development Canada (ISEDC) and an independent fairness monitor (FM) attended the One-on-One meetings and the vehicle demonstrations.

    An invitation to participate in One-on-One engagement meetings with Canada was also sent to all RFI Respondents who did not request a vehicle demonstration. One on-One sessions occurred in Ottawa with 2 RFI Respondents who expressed interest in meeting with Canada but did not request a vehicle demonstration. These One-on-One meetings took place over 8 hours; these 2 RFI Respondents were provided the same amount of time that the demonstration participants were allotted for their engagement.
