    Since the GBAD ITQ evaluations were completed back in April 2024, the operational requirements and needs of the Government of Canada (Canada) have changed dramatically. Canada now has an urgent need to field a Short Range Air Defence (SHORAD) battery to OP REASSURANCE in Latvia as soon as possible. As a result of this shift, Canada has made the decision to CANCEL the current GBAD ITQ in accordance with paragraph 2.6.1(c), so that the personnel in Canada’s GBAD project team and industry can focus on the procurement of the SHORAD battery for OP REASSURANCE immediately and effectively. 
    
    With the decision to cancel the GBAD ITQ, Canada has also decided to move to a Phased approach to acquire the complete GBAD solution.
    
    Phase 1: Canada intends to address the urgent need for a SHORAD / Counter Rocket, Artillery and Mortar (C-RAM) battery for OP REASSURANCE and will continue detailed industry engagement to refine the final technical specification. The intention is to procure a nearly Military Off The Shelf system with very little Canada specific modifications and changes. While Canada intends for the target set to remain the same,  industry may be asked to provide realistic possibilities and related solutions for ALL of the main target set;
    
    Phase 2: After Canada has procured the SHORAD battery for OP REASSURANCE, Canada intends to conduct  an open and competitive procurement process for a "Canadianized" SHORAD battery (which may be very different from the Phase 1 solution). The intention is for this SHORAD battery to be tailored to Canada’s specific requirements; and
    
    Phase 3: After Phase 2, Canada intends to conduct an open and competitive procurement process for a vehicle mounted Very Short Range Air Defence (VSHORAD) solution. This will be a completely new requirement, separate from Phases 1 and 2. 
    
    Canada no longer intends to seek a single contractor to provide all of the Air Defence aspects.
