    The following is in reply to a request for clarification/questions from a supplier.
    
    The sole purpose for this ACAN is commonality amongst the National Aerial Surveillance Program maritime patrol aircraft.
    
    On review of the ACAN I have a few points of clarification/ questions below
    
    1. From section 7, it would appear that the SLAR is an option, however it is not listed as GFE on page 1. Is the SLAR is the scope of supply and is this part of the $7.96MM estimated price?
    
    Yes, the SLAR is included in the part of the supply as it is the primary sensor in the MSS6000 which is common across the fleet of NASP assets. Please refer to section 4. 4.1 Components Overview - it states that the SLAR is not GFE.
    
    Section 7 is an option to acquire an additional set of SLAR antennas for spares across the 4 NASP assets to ensure the aircraft remain serviceable.
    
    2. Can you please confirm if any of the other options, engineering support or in-service support, are included in the scope and the estimated price?
    
    Non-recurrent engineering is included in the estimated price.
    
    Any engineering support that may be required by the contractor during the integration of the mission system on the aircraft will be at an additional cost and can only be done by the supplier of the MSS6000 as they have proprietary rights to their equipment. The Integration of the mission system will be under a different RFP to be posted in Q1 2020, it is expected that the supplier of the MSS6000 will work closely with the contractor responsible for integration. 
    
    3. I note that only the radar is requiring spares, are the other items not to be spared under this ACAN?
    
    No. Transport Canada already has an inventory of spares for this system.
    
    4. Please confirm the timelines for the program, in Section 8 there is an indication of 15 months while in section 16 it is March 31, 2021 (a little over 14 months assuming that contract is awarded Jan 20, 2020)
    
    The project timeline is Jan 2020 to March 31, 2022. The long lead time item is the Surveillance Radar and the program is being delivered in two periods. Initial Operating Capability will be June 2021 which will provide an aircraft in time for the busy summer season and the final operating capability will be 2022.

However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
