PRATT & WHITNEY CANADA CORP. 1000 MARIE-VICTORIN LONGUEUIL Quebec Canada J4G1A1 Nature of Requirements: REPAIR & OVERHAUL AIRCRAFT ENGINES M7594-143141/A Coté, Michel Telephone No. - (819) 956-0118 ( ) Fax No. - (819) 997-0437 Requirement: Standing Offer for the continuation of service on behalf of the RCMP, ao Power by the Hour" (budgeted maintenance agreement) for our series of PT6A-67B/P, PT6A-66, PT6A- 34 and additional oPower By the Hour" service for our PT6A-11 Turboprop engines. Technical Requirements: The following work is to be covered by the maintenance agreement: Engine Overhauls I Refurbishment Basic Unplanned Engine Removals (BUER) Basic Unplanned Accessory Repair ECTM (Engine Condition Trend Monitoring) Analysis ADAS (Automatic Data Acquisition System) Maintenance - applicable to PT6A-67B Hot Section Kit Refurbishment LCF (Low Cycle Fatigue) Component Replacement Engine Rental Support- applicable to PT6A-66 Fuel Nozzles Refurbishment Mandatory Requirements: 1. Contractor must be an approved Pratt & Whitney Canada Designated Overhaul Facility. 2. Contractor must have a significant inventory of PT6A-67B/P, PT6A-66, PT6A-34 and PT6A·114A shelf stock parts and supplies, and the ability to action Aircraft on Ground (A.O.G.) orders within 4 hours. 3. The offer must sell/provide only parts which are approved and listed in the Pratt & Whitney Canada PT6A series maintenance manuals that have been approved by the Original Equipment Manufacturer (OEM), or the original parts manufacturer. Parts Manufacturer Authority shall not be used unless approved by the technical authorities. 4. 0verhaul or repair must be carried out in accordance with the latest amended manufacturer's maintenance and overhaul manuals, airworthiness directives, mandatory service bulletins, service letters and any other special instructions applicable to specific components. 5. This agreement does not provide authorization for the manufacture, fabrication or purchase of special equipment and tooling unless authorized to do so by the Contracting Authority. 6. The Work described herein must be inspected in compliance with the requirements of the U.S.Federal Aviation Administration (FAA) And/or the Canadian Department of Transport (DOT) civil aircraft regulations and is subject to verification by the RCMP at destination. Proof or inspection shall accompany each shipment. The material must to be released for shipment to the RCMP using properly completed FAA or DOT approved inspection documents. The completed Inspection document(s) shall be attached to, or enclosed with, each shipment, as applicable, in accordance with FAA/DOT regulations. 7. The contractor must issue an Authorized Release Certificate (Form TCCA 24-0078) duly completed and signed with each shipment of new spare parts. 8. Engines, components and accessories, new, repaired, overhauled or modified must covered by a Transport Canada Certificate of Airworthiness, signed by an authorized representative of the contractor and one copy must accompany the invoice. Maintenance release tags, where applicable, must be completed and attached to the units prior to shipment to the RCMP along with a copy of the completed work order and if applicable, the updated completions or component history. All certification shall be in accordance with Transport Canada Aviation Regulations. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
