    REQUEST FOR PROPOSAL
    
    ROLE PLAYERS AND SPECIAL EFFECTS, CIVILIANS IN BATTLESPACE (CIBS)
    CFB SUFFIELD, RALSTON, ALBERTA
    
    "For the purposes of this procurement, Canada is acting AGENT
    for the British Army Training Unit Suffield."
    
    THIS SOLICITATION CONTAINS A SECURITY REQUIREMENT
    
    The British Armed Forces Training Unit  (BATUS) at Canadian
    Forces Base Suffield, in accordance with the solicitation
    documents, has a requirement for a Contractor to provide a
    contingent of civilian role-players who represent Civilians in
    the Battlespace (CIBS) in various training simulation exercises
    at Canadian Forces Base (CFB) Suffield, Ralston, Alberta.
    
    These exercises will be small  scale (approx. 4-17 days of CIB
    immersion in the exercise) and will contain combatant/opposing
    forces role-played by military personnel, and also include
    non-combantants or CIBS, role-played by the Contractor's
    personnel representing the indigenous population Host Nation
    Government officials, military personnel, local police,
    municipal authorities, political and religious figures, tribal
    elders, local villagers, farmers and refugees/displaced persons.
    
    The training needs to be as realistic as possible and the CIBS
    must therefore reflect the demographic profile of the
    Contemporary Operating Environment being simulated in the
    exercise, i.e. the different ethnic, cultural and religious
    backgrounds likely to be encountered.
    
    The contract will run from date of award to March 31, 2018, with
    the inclusion of two additional option years.
    
    The training season is defined as May 01 to November 07 annually.
    
    To be considered, Bidders must demonstrate their compliance with
    the following mandatory requirements:
    
    MANDATORY REQUIREMENTS:
    
    Contractor must be security cleared prior to contract award (as
    identified within the solicitation document).
    
    Contractor must meet the Insurance Requirements identified
    within the solicitation.
    
    Bidders must meet the Mandatory Technical Evaluation Criteria
    identified within the solicitation document.
    
    Successful bidder must meet the Integrity Provision, identified
    at Part 5,  Certifications, in the solicitation document.

    procurement.
