    PISTOL CASES - REQUEST FOR STANDING OFFER
    
    Item Required: PLANO 1010164 SE Series Pistol Storage and Shipping Cases
    To establish a Regional Individual Standing Offer for the supply, and delivery of PLANO 1010164 SE Series Pistol Storage and Shipping Cases for the RCMP Emergency Response Teams. This is part of the new National Armoury Program initiative, with inventory to be held at the Regina Armoury.
    Only one Standing Offer will be issued. 
    The Standing Offer will be for three years firm, with two one-year option periods. 
    
    This requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
    This requirement is NoSubstitute. Substitute products will not be considered. 
    No Substitute Justification:
    The requirement is for storage and transport of RCMP Emergency Response firearms. 
    There has been an increase in shootings over the last ten years contributing to the increase in loss of life of RCMP members. It is a high priority of the RCMP to get necessary operational firearms in the hands of RCMP members across the country to protect themselves and the public.  
    As part of the National Armoury Initiative alongwith health and safety the RCMP members are to be better armed for all threat situations. 
    The pistol cases have been identified by the RCMP Protective Technical Services Branch as the approved ones after testing, and pass the regulations necessary forshipping of pistols across Canada. 
    Current inventory of set cases in service within the RCMP is 10,000 cases, and have been in use for over nine years. 
    AIT Limited Tendering Provisions as per Article 506.11.e. where compliance with the open tendering provisions set out in this Chapter would interfere with a Party's ability to maintain security or order or to protect human, animal or plant life or health.
    
    Debriefings: Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
    
    The Crown reservesthe right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada.
