    SUREFIRE LIGHTS - REQUEST FOR STANDING OFFER
    
    Item Required: Surefire M600 Ultra Scout Lights
    
    To establish a Regional Individual Standing Offer for the supply, and delivery of Surefire M600U-Z68-BK Scoutlights for installation on RCMP Emergency Response Team operational firearms. The lights are required to equip RCMP ERT firearms regionally. This is part of the new National Armoury Program initiative, with installation and inventory to be held at the Regina Armoury. 
    
    Only one Standing Offer will be issued. 
    The Standing Offer will be for three years firm, with two one-year option periods. 
    
    This requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
    
    This requirement is No Substitute. Substitute products will not be considered. 
    
    No Substitute Justification:
    
    There has been an increase in shootings over the last ten years contributing to the increase in loss of life of RCMP members. It is a high priority of the RCMP to get necessary operational firearms in the hands of RCMP members across the country to protect themselves and the public.  
    
    As part of the National Armoury Initiative along with health and safety the RCMP members are to be better armed for all threat situations. 
    
    The light identified is required for a specific compact light system to be installed on RCMP operational firearms, and was chosen through a competitive process. 
    
    Presently the RCMP fields this light system under an older part number and is seeking to purchase the more recent production model for continuity of its operations. There will be no change to the existing lighting systems as the light is positioned in a specific location via the use of an alternate mount to improve manipulation of the light activation switches, as well as the compatibility of other accessories and operational requirements (in-vehicle weapon rack, ambidextrous/ specific operator positioning requirements, training, etc.). 
    
    AIT Limited Tendering Provisions as per Article 506.11.e. where compliance with the open tendering provisions set out in this Chapter would interfere with a Party's ability to maintain security or order or to protect human, animal or plant life or health.
    
    Debriefings: Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
    
    The Crown reserves the right to negotiate with suppliers on any procurement.
