    1. Advance Contract Award Notice (ACAN)
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Requirement
    
    Public Works and Government Services Canada (PWGSC) on behalf of its client,  Natural Resources Canada (NRCan), intends to enter into a Contract with Shell-USA, Inc., for the supply, delivery, installation, and training, of the specified new Iatroscan MK-6s TLC/FID Analyzer System including Chromatography Station Interface Box, Chromarod holders & tweezers, thin layer Chromatograph (TLC) tanks, spotting syringes and spotting guides, development accessories, installation and training, and data processing systems & Interfaces for the Iatroscan Systems. 
    
    This machine is a thin layer chromatograph (TLC) that can measure a wide variety of organic mixtures through the simultaneous use of a flame ionization detector (FID).  NRCan actively supports oil spill research as part of its commitment to the Canada Centre for Mineral and Energy Technology (CanmetENERGY), a driving force behind clean energy.  In order to accurately characterize the heavy oil components found in contaminated water, analytical method development and validation is critical to achieving reliable analytical data.  The latroscan MK-6s TLC/FID Analyzer system provides reliable results equivalent to the analysis of Saturates, Aromatics, Resins and Asphalthanes (SARA) with a low consumption of solvents and reusable chromarods.

    3. Criteria for assessment of the Statement of Capabilities
    
    Suppliers who consider themselves fully qualified and available to provide the goods in this ACAN may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
     MANDATORY TECHNICAL SPECIFICATIONS
    
    Automation/Throughput
    
    1. CanmetENERGY-Devon uses one of the many implementations of SARA methods called ASTM D2007M test.
    
    2. Automated SARA analysis for highly accurate and reproducible sample application.  Sample to be developed automatically on a thin-layer quartz rod (‘Chromarod’), and detected using a Flame ionization detector (FID).
     
    3. Analysis favorable for the low consumption of solvents (environmentally friendly) and the reusable chromarods.
    
    4. Analyzer system to allow for 10 analyses in parallel and for each analysis, give SARA results within a time-frame of two (2) hours or less. 
     
    Software/Tracking
    
    1. The subsequently generated analogue signal is evaluated with specially designed data acquiring and software analysis.

    5. Justification for the Pre-Identified Supplier
    
    Iatroscan MK-6s mitigates all the problems connected with the separation system currently used in CanmetENERGY.  Iatroscan MK-6s allows for automation of SARA analysis for highly accurate and reproducible sample application.  The sample is developed automatically on a thin-layer quartz rod (‘Chromarod’), which has been designed for use with the Iatroscan MK-6s and then detected using the FID.  The generated analogue signal is subsequently evaluated with specially designed data acquiring, and analysis software.  The analysis is favorable in maintenance, speed and price, because of the low consumption of solvents and the reusable chromarods.   The Iatroscan MK-6s system features can easily fulfil the needs of special projects carried out by CanmetENERGY, NRCan. 
     
    6. Government Contracts Regulations Exception(s) 
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) 
    - "only one person is capable of performing the work".

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
