    Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    1. Requirement 
    
    The Department of National Defence (DND) in Springbrook, Alberta has the requirement for a Standing Offer for the provision of meals, snacks, accommodations, storage, and training facilities (parade square, classrooms etc.) on an as requested basis during the off-season for an estimate of forty (40) and up to (200) cadets and commanding officers. 
    
    The contractor is required to provide all the labour, materials, storage, equipment, tools and supervision to carry out this work. 
    
    All food preparation areas must meet and maintain minimum certification and approvals as per Industry Standards to maintain cleanliness and order and to meet all applicable public health standards in Alberta. 
    
    2. Criteria for assessment of the Statement of Capabilities
    (Minimum Essential Requirements) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 
    
    i. Capable of providing all labour, materials, equipment, tools and supervision to provide meals, accommodations and training facilities for up to two hundred cadets and commanding officers.
    ii. All food preparation areas must meet and maintain minimum certification and approvals as per industry standards to maintain cleanliness and order and to meet all applicable public health standards in Alberta. 
    iii. Be within 20km of Springbrook, AB. 
    iv. Have storage capacity available for storing boats. 
    
    3. Applicability of the trade agreement(s) to the procurement:
    
    This procurement is subject to the following trade agreement: 
    
    Canadian free Trade Agreement (CFTA) 
    
    4. Justification for the Pre-Identified Supplier: 
    
    The pre-identified Supplier is within 20 KM of Springbrook, AB, and was the only supplier found when this requirement was tendered in the past. They have the capability to provide the requirements of the SOA.
     
    5. Government Contracts Regulations Exception(s)
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) Only one person is capable of performing the work. 
    
    6. Period of the proposed contract or delivery date 
    
    The proposed contract is for a period of one year, from June 22, 2108 to May 31, 2019, with two (2) additional  - one (1) year option periods from June 1, 2019 to May 31, 2020; and from June 1, 2020 to May 31, 2021 
    
    7. Cost estimate of the proposed contract 
    
    The estimated value of the contract, including the options, is $166,666.66(GST/HST extra).

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The closing date and time for accepting statements of capabilities is June 22, 2018 at 2:00 pm (MDT)

    The Crown retains the right to negotiate with suppliers on any procurement.
