Trade Agreement: WTO-AGP/NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Floating Solar Powered Circulation System W7702-135576/A Izzotti, Diana Telephone No. - (403) 292-4421 Fax No. - (403) 292-5786 Floating Solar Powered Circulation System Upon review of the existing primary sewage treatment system at Defence R&D Canada Suffield's Cameron Centre, it was determined that the original system design does not account for the changes in the weather and precipitation patterns experienced in Southern Alberta in recent years. It was been determined that increasing the evaporation rate would be an economic and sustainable option to improve the efficiency of the system. The advantage of pond mixing is that the additional circulation of the effluent contributes to increased evaporation as well as an increase in effluent quality. To that effect we require a floating, solar powered circulation system as described below: Minimum Mandatory Specifications; The system must be made of stainless steel and non-corrosion polymer construction, with sufficient power supply for day and night operation - solar powered is deemed essential. The equipment must be portable and not considered part of the overall construction of the primary sewage treatment system, and weigh a maximum of 850 lbs (380 kg) and have an electronic controller. The solar panels must be protected from bird fouling, for example through the use of a bird deterrent kit. The flotation system must consist of three photovoltaic solar panels orientated in a triangular pattern with each float arm adjustable for proper vertical positioning, and a total float buoyancy of 1,450 pounds (660 kg). It must have an on board battery and battery storage for day/night operation. The circulation system must be high torque (Normal Operation 3ft-lb/0.4Nm. Maximum motor rating 30ft-lb/40Nm.), direct drive (no gearbox), with a low voltage (36 VDC) brushless D.C. motor which is removable, and both the motor and the electronic controller must be readily accessible. The controller can be hard mounted or wireless, but it must be in a weather proof box. The equipment must be protected from freezing and allow for continued function even when ice forms on the surface pond. It must have a minimum operating depth of 0.8 M to ensure no damage to machine or bottom of reservoir when run dry in shallow water. Intake hose: Max length 9M, with no depth adjustment necessary for fluctuations, as the system must float on the surface of the water level. Weight, flotation and configuration of the end of the hose must keep intake above sludge or bottom of pond at all operating depths and prevent clogging. There must also be an option to move the strainer up higher if desired. All the electrical components must be CSA approved. The system must have a limited parts and labour warranty and minimum limited 20 year photovoltaic module manufacturer performance warranty and minimum 10 year motor warranty. All the deliverables must be received on or before 2013-03-31. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
